Duties


1. Serves as a subject matter expert and senior analyst within the Data Center Section of Solution Delivery This position is responsible for a wide range of IT networking and telecommunications services that typically extend and apply to all of CCS and/or the VA in general.

2. Provides guidance and assistance to systems programmers, analysts, operators, communications technicians, IT support staff and vendor personnel with unusual and non-routine technical problems. Participates in disaster recovery and continuity of operations planning, testing and Implementation within CSS and the VA.
  • Prepares and reviews change requests through the use of automated tools for all modifications to hardware and software within the VA's network environment. Uses existing simulation results or develops new models to analyze operations and evaluate new designs and/or equipment changes to accommodate projected workloads.
  • Designs enhancements to the current environment and formulates new approaches. Designs, develops, tests, and maintains specialized support software including utilities, restart/recovery routines, telecommunications interfaces, programmer and operator aids, shell script routines and performs security administration functions.
  • Writes and maintains system documentation for network infrastructure installed in the CNS enterprise data centers as well as other locations such as VBA Regional Offices. Creates and maintains system documentation and files. Researches documents and reports malicious probes to the VA Network Support Operations Center (NSOC) and Technical Security in accordance with established procedures.
  • Develops and conducts technical training courses, as required. Develops and maintaining a comprehensive hardware and software management administration for the VA telecommunications network that links an international system of workstations, printers, servers and local area networks with the Agency's centralized computer facilities. The network includes four Information Technology Center's (ITCs) at Austin, Texas, Hines, IL, Martinsburg, WV and Philadelphia, PA. In addition to the four ITCs, develops supplemental analyses and supportive materials as appropriate. Collaborates with representatives of VA, VBA and VHA central offices, Information Technology Centers (ITCs), CCS and Regional Offices in the development of the agency's architecture.
  • Analyzes and documents requirements for NETWORK operating system software and related third party software, software change control, performance software, hardware and related technical considerations for the VA's network environment.
  • Prepares and assures that proposals are consistent with the agency's long-range plans and budget constraints.
  • Performs a variety of technical duties. Serves as the principal representative to agency components and as liaison between the other OIT offices, Central Office, and Regional Offices in defining their needs as it relates to network infrastructure and security.
  • Represents CSS and OIT at inter-component meetings regarding network related issues. Develops and maintains standards and procedures relating to hardware/ software architecture and network security matters within the Agency.

Work Schedule: M-F, 8 am - 4:30 pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

GS-13 grade level: One year of specialized experience (equivalent to the GS-12 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Specialized experience is defined as hands on experience in configuring network infrastructure and providing Network support for enterprise data centers utilizing switches, routers, firewalls, load balancing, LAN.

Preferred Experience:

  • Install, test, and maintain network devices, and analyze present and projected communication traffic volumes, to include system capacity, peak loading, and the overall effect an increase in traffic may have on network performance
  • Upgrade the network operating system on a switch or router, configuring a switch and router to provide internal and external connectivity for a Data Center
  • Map customer business requirements to applicable hardware, standardizing Data Center networks throughout multiple facilities
  • Manage networks using Solarwinds /Orion monitoring and mapping tools; configure High Availability within a Cisco NXOS Data Center environment
  • Expand network capabilities to support customer bandwidth requirements
