Summary

This position is located at the 136 Air Wing, Fort Worth, TX. The primary purpose of this position is to serve as a senior information technology (IT) and communications specialist and consultant to management in support of installation IT and communications policy and plans to include the unit's ability to provide command, control, communication, computer, and intelligence (C4I) programs.

Duties

IT SPECIALIST (PLCYPLN) (TITLE 32)

  • Performs studies and independently establish plans for improving the efficiency of information technology and communications processes.
  • Interprets a variety of technical requirements making independent judgments to determine organizational compliance with applicable instructions, procedures and practices.
  • Evaluates mission effectiveness, using standardized and locally developed evaluation programs and processes.
  • Advises supervisors and managers on the evaluation of programs, policies, regulatory requirements, and procedures.
  • Develops process, management, administrative and technical evaluation plans for implementation.
  • Recommends internal reporting and status tracking procedures to ensure adequate control in terms of deadlines, progress reports, and follow-up reports.
  • Prepares and maintains files and publications IAW current directives to include both paper and electronic media.
  • Coordinates with HHQ elements, Program Management Offices, Specific System/Hardware Support Elements, OEM Vendors and Vendor Contracted support facilities for issue resolution.
  • Develops, implements and maintains work center training programs. Plans and schedules tasks and training activities for drill status guard members.
  • Adheres to management control plan requirements by conducting self inspection and staff assistance visits.
  • Performs other duties as assigned.

Appointment Factor(s): This is an Excepted Service position that requires active membership in a compatible military assignment in the Texas Air National Guard (TXANG) and wear of the military uniform. Applicants must be a current member of the Texas Air National Guard or be eligible and willing for immediate transfer into the Texas Air National Guard.

Areas of Consideration: Nationwide Excepted. This includes:

  • All currently employed full-time permanent, indefinite and temporary personnel of the Texas Air National Guard.
  • All current members of the Texas Air National Guard and individuals eligible for membership in the Texas Air National Guard.


Remarks:

  • This position conducts Information Assurance functions. The incumbent shall comply with the requirements of the certification program and will be required to obtain certification within one year of appointment. Certification requirements are outlined in DOD Instruction 8570.01-M.
  • Conducts travel to and from offsite worksite(s) from the normal work area to perform assigned duties. This may include Operating Locations (OL) and/or Geographically Separated. Units (GSU). Due to distances involved, travel may involve one or more overnight stays.
  • Must be certified IAW DOD 8570.01-M, Federal Information Security Management Act of 2002, Clinger Cohen Act of 1996 and current AF directives.
  • Must be able to obtain and maintain the appropriate security clearance of the position.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • May occasionally be required to work other than normal duty hours; overtime may be required.
  • THIS POSITION CONDUCTS INFORMATION ASSURANCE FUNCTIONS. THE INCUMBENT

    SHALL COMPLY WITH THE REQUIREMENTS OF THE CERTIFICATION PROGRAM AND WILL BE REQUIRED TO OBTAIN AND MAINTAIN CERTIFICATION.
  • May be required to successfully complete a probationary period.

Qualifications

Specialized Experience Required:

To qualify at the GS-11 level, you must have at least 36 months in the following:

Experience, education, or training in techniques and requirements appropriate to computer applications or a computer specialty area in an organization; experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls; experience that required adaptations of guidelines or precedents to meet the needs of the assignment; experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion.

Substitution of Education for Specialized Experience - At the GS-11 level, a Ph.D. or equivalent, or 3 years of progressively higher level graduate education leading to such a degree.

Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
