Starting Salary Commensurate with Qualifications and Experience

The State Corporation Commission's (SCC) Office of the Commission Comptroller seeks an experienced Facilities Manager to enhance, manage and execute a holistic facilities management strategy for its headquarters (the Tyler Building) in downtown Richmond. Management of the facility includes overseeing, managing, and coordinating the SCC's Facilities Office through one or more full-service property management companies and overseeing and managing all construction projects and renovations. The selected candidate for this position will oversee and coordinate building safety and security programs, to include management of the access control system and credentials for all building occupants, coordinating security efforts with the Virginia Capitol Police, coordinating drills and tests, communicating safety information, and maintaining business continuity and emergency plans. The Facilities Manager will establish and maintain effective working relationships with SCC staff at all levels, other agency contacts, and vendors providing facilities-related goods and services; respond to and communicate the status of incidents and requests for service timely; facilitate weekly status meetings with SCC staff and contractors; and participate in procurement and contract management activities. The candidate selected for this position will also work closely with senior leadership to develop, maintain, and communicate long-term building maintenance policies and strategies. In addition to managing facilities for the Tyler Building, the Facilities Manager will support other SCC satellite offices in downtown Richmond. The selected candidate for this position will work on-site at SCC locations with the possibility of occasional telework (no more than one day per week, as work allows).
Qualifications
Preferred qualifications for this position include considerable relevant professional experience in facilities management; experience with security and safety protocols; and some experience managing and coordinating the work of staff . Some practical and/or transferrable experience in plumbing, HVAC, general repair, or construction is important. Demonstrated knowledge of business continuity practices and procedures, building construction project management practices and terminology, OSHA health and safety protocols and procedures, and various security systems is essential. The ability to establish new policies and procedures and to design and produce effective informational material in both print and electronic formats is important. Computer skills and the ability to learn new computer programs are necessary. Candidates for this position must have the ability to manage, coach, develop, train, and evaluate staff and contractors. Excellent written and verbal communication skills and exceptional customer service are critical for success in this position. The ability to establish and maintain effective working relationships and to communicate clearly with a wide variety of stakeholders, including senior management, division staff, and vendors is essential. Some knowledge of Virginia public procurement is desirable. VCCO certification is preferred but not required.
