Summary

The position is located in the Office of Human Resources (OHR) with the incumbent working under the direction of the Associate Director of HR Employment Solutions. This primary purpose of the position is to provide consultant and advisory services to employees, management, and senior officials regarding employee recruitment, placement, and classification. The incumbent provides direct assistance, advising employees on personnel issues to enhance the hiring process.

Duties

As a Lead Human Resources Specialist GS-0201-14, your typical work assignments may include:
  • Providing the full range of advisory and consulting services to managers regarding staffing and recruitment strategies, analysis of difficult personnel issues, and application of program flexibilities to specific organizational problems and operations.
  • Providing technical oversight to a team responsible for comprehensive employment solutions services to the agency recruitment and staffing programs. The team lead is responsible for providing day-to-day operational support to an assigned organization other than the SES workforce.
  • Providing extensive advice to HR staff and management on the analysis and resolutions of difficult and precedent setting staffing matter and/or which have significant resource applications.

IDEAL CANDIDATE STATEMENT

The Ideal Candidate for the Lead HR Specialist has experience leading, reviewing and providing guidance to maintain the operational controls and efficiencies of a team. Senior level experience with Delegated Examining, Merit Promotion, and other hiring authorities preferred. Exemplary communication skills, ability to negotiate and work independently. Good judgement, meticulous attention to detail, and ability to grasp an understanding of the policies, procedures, and practices of a highly functional, quick paced HR office. DEU certification desired.

MINIMUM QUALIFICATIONS

Applicant must have one year of specialized experience equivalent to the GS-13 grade level that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the GS-14, Lead HR Specialist, and that is typically related to the work of the position to be filled.

Specialized experience includes:
  • Experience applying HR principles, concepts, and practices to provide technical guidance and ensure delivery of personnel and human resources services in the functional areas of recruitment and placement, position classification, and personnel processing;
  • Experience providing advisory services and operational oversight to human resource professionals performing position classification, staffing, and personnel processing work;
  • Experience identifying and establishing quality control and standards used for the development and posting of job opportunity announcements, issuing, and auditing certificate of eligibles; processing of personnel actions; and
  • Experience researching, analyzing, and evaluating Human Resources laws, regulations, directives, and policies and recommending changes that would improve operations and processes.

TIME-IN-GRADE REQUIREMENTS

Applicants must meet time-in-grade requirements to be considered eligible. One year of experience at the GS-13 grade level or equivalent grade level of federal service is required to qualify for the GS-14 grade level.
