Summary

The VA Northeast Ohio Healthcare System is recruiting for a Lead Medical Technician. The Lead Medical Technician will function in Community Outpatient Services at the Parma, OH. CBOC.

Duties

Duties include but are not limited to:
  • Trains all new Community Based Outpatient Clinic (CBOC) and COPS Medical Technicians, Nursing Assistants (NA), Health Technicians and Phlebotomists in phlebotomy technique and processing procedures.
  • Trains all new Home Based Primary Care (HBPC) Nurses in Phlebotomy technique and specimen/paperwork handling.
  • Develops the curriculum and manual for the phlebotomy/processing training program.
  • Trains above personnel to perform assigned venipunctures in a time-efficient fashion; making adjustments as needed based on the age of the patient.
  • Provides emergency coverage at the CBOCs and COPS clinics.
  • Provides phlebotomy coverage at the COPS clinics.
  • Provides training on collection and labeling all specimens according to established procedures.
  • Trains above listed personnel in storing supplies, taking inventory, checking dates, ordering and maintaining clean work areas.
  • Administers color blindness testing to all new CBOC and COPS clinic personnel who draw blood or perform occult blood testing.
  • Assists with training classes as needed (e.g., PCx Glucose Meters, Precision X-tra Glucose Meters, I-STAT troponin, etc.).
  • Ensures HIPPA, OSHA, CAP and all other regulatory agencies standards are met; reports all deviations to supervisors for correction.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/26/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing phlebotomist, medical assistant or nursing assistant responsibilities, to include leading, training or instructing collection of blood samples; performing technical medical laboratory support work such as obtaining and preparing laboratory specimens for examinations (chemical, microbiologic, hematologic and blood banking) and validating and reporting the results; providing technical support work in closely related field, e.g., medical technician, biological laboratory technician work, that required application of the methods and techniques for the position being filled; assessing patient condition before, during, and after the procedure; receiving requests for testing and verifying for completeness and accuracy; receiving specimens in the laboratory and separating and routing them to the proper section for testing; performing add-on functions for the clinical sections of the laboratory by identifying viable samples and determining their suitability for the required testing; and performing more advanced phlebotomy procedures for more difficult or unique situations. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed one full year of graduate education.


Physical Requirements: The work requires some physical exertion, such as regular and recurring walking, or bending, walk to observe, collect, or record data. In many situations the duration of the activity (such as most of a workday) contributes to the arduous nature of the job. In other situations, such as in a laboratory, there may be special requirements for agility or dexterity such as exceptional hand/eye coordination.
