Job Description

Under the direction of Enterprise Information Technology leadership, the Lead Technical Analyst is responsible for the ongoing assessment, design, development, implementation, support, and ongoing maintenance of corporate-wide clinical systems. Serving across the IT teams within EITS, the Lead Technical Analyst manages and directs the collection and transformation of large quantities of information into meaningful business requirements; development and modifications of requirements documentation for the design, implementation, ongoing support and maintenance of clinical information systems; critically evaluates information from various sources, distinguishes user needs from actual business needs and partner with business users, project managers, programmers, consultants and IT leadership in optimizing the scope, benefits and risks of actual and proposed projects as well as assists in managing stakeholder expectations. The Lead Technical Analyst is responsible for developing, documenting, and implementing the internal procedures, collecting and preparing information for inter/intra-departmental distribution that will be used in conjunction with application teams and/or third-party vendors. The position has a broad scope that includes enterprise-wide clients and technical projects.

Duties & Responsibilities

  • Interview users, stakeholders, and sponsors to assess departmental needs to create Business, functional, and technical requirements documents.
  • Develop documentation of test plans, technical documentation, release notes, end-user guides, training programs, and/or other materials as necessary.
  • Analyze and document client's business requirements and processes; communicate requirements to technical personnel by constructing basic conceptual data and process models, including process flowcharts and technical specifications.
  • Decompose information gathered into details including sources of data, data types, users, user types, interface components, interface navigation needs, reporting needs, and administrative system needs.
  • Present concepts in a concise and focused manner, including narrative, process diagrams, role and accountability diagrams, and business-focused story boards.
  • Research industry practices; collect and analyze data; draw appropriate conclusions and recommendations; present results in written reports or through oral presentations using visual aids.
  • Coordinate user groups and project teams, convening conference calls and meetings and maintaining minutes and follow-up logs.
  • Work collaboratively across teams to develop designs, mockups, and prototypes.
  • Communicate technical design issues to non-technical people.
  • Provide technical support for clinical applications
  • Configure vendor software for proper use.
  • Modify the application configuration as needed to support changes to infrastructure software and hardware
  • Configure the systems for disaster recovery and failover between data centers. Act as the lead technical resource for the design, implementation, and testing of failover.
  • Become a technical expert in clinical application. Perform troubleshooting, problem resolution, and system tuning.
  • Work independently and as part of a fast-moving team; function as lead on projects
  • Lead Business in programs with complex projects.
  • Work within timeline and resource constraints provided by the Project Management Office.
  • Provide ongoing communication with users, managers, corporate directors and vendors to assure support and current initiatives.
  • Experience with HL7 communications is a plus.
  • Experience working in a Project Management Office (PMO) with cross-functional teams is a plus.
  • Perform other duties as assigned/required.
  • Keep certifications/licensure up-to-date
  • Ability to assume ownership of a project, create guidance where there isn't any and influence the direction if it is not correct. Strong written and spoken language skills are a must and a strong background in clinical healthcare technologies and processes is strongly preferred.
  • This role is approximately 80% remote and up to 20% on-site. The selected candidate must be able to come into the office to perform required work within 48 hours.


Minimum Qualifications
1. A Baccalaureate Degree from an accredited college or university with a major in Computer Science, Systems Engineering, applied Mathematics, Business Administration, Economics/Statistics, Telecommunications, Data Communications, or a related field of study; and
2. Five (5) years of progressive, responsible experience in the field of data processing, computer systems and applications.
Operations Specialty requires supervisory experience (5 years).
Network Services requires a telecommunications background and experience.
3. Broad knowledge and expertise in the characteristics of computers, peripheral devices, communications systems and hardware capabilities, programming languages, E.D.P. applications, systems analysis methodology, data management and retrieval techniques; or
4. A satisfactory equivalent combination of training, education and experience.

Department Preferences

Certification(S)/NYS Licenses/Education:
  • Knowledge of EHR clinical systems; certification(s) a plus.
  • Orders Transmittal routing experience preferred; certification a plus.
  • Results Routing experience preferred
  • Clinical background in Ambulatory Clinics preferred
  • End User Support experience preferred
  • Relevant certifications (e.g., CompTIA Server+, Cisco CCNA) are a plus.

Knowledge, Skills, Abilities and other Requirements:
  • Outpatient clinical workflows and technology- hardware and software
  • Microsoft suite skills
  • Must have a basic understanding of server management, network administration, and technical support, ideally within a healthcare or clinical environment.
  • Must be well organized, detail-oriented, highly analytical, possess strong problem-solving skills and must have a desire to be accountable for project success.
  • Detailed knowledge of general phases of the Software Development Life Cycle (SDLC), project management methods.

Years of Experience:
  • 5 Years of experience
  • Experience with an EHR clinical system implementation at a multi-hospital system, and/or a major academic medical center.
  • At least 3 years of clinical healthcare systems experience.
  • At least 3 years of experience on commercial core clinical applications.
  • Completed multiple go-lives, and at least one from (near) inception to completion
  • Experience documenting system architecture design and clinical system workflow.
  • Excellent verbal and written communication skills and the ability to interact professionally with a diverse group, executives, managers, and subject matter experts.
