Description
Manages the engineering and technical staff supporting refining instrumentation, process control, and related systems. Leads the team in improving refinery operations and profitability through design, implementation, and monitoring of DCS and PLC systems, SIS safety systems, and cybersecurity.
This position is salaried exempt status, which means you are not eligible for overtime pay.

Manages the engineering and technical staff supporting refining instrumentation, process control, and related systems. Leads the team in improving refinery operations and profitability through design, implementation, and monitoring of DCS and PLC systems, SIS safety systems, and cybersecurity.
- Coordinates the daily activities of the Control Systems Department.
- Establishes annual departmental and individual goals and objectives as well as Gap closure plans.
- Develop and maintain the long term plans for the Department, including capital projects, system life cycle management, training and development, and process improvement.
- Develop and manage departmental budget and support Refinery capital budget development and execution.
- Manages the allocation of instrument and control engineering resources to support capital, maintenance AFE, and routine projects.
- Develops policies and procedures to provide guidance structure to the efforts of the control and instrumentation personnel in the Refinery.
- Works in collaboration with Corporate Technology to implement new technology or processes for enhancing controls, instrumentation, and cybersecurity
- Provide resources technical support for Operations and Maintenance with troubleshooting and maintaining plant operating systems.
- Provides technical resources to support instrument maintenance efforts both for troubleshooting assistance and supporting projects to deal with identified "bad actor" equipment.
- Provides routine updates on progress and key performance indicators around controls, instrumentation, and cybersecurity.
- Facilitates the development of strategic improvement plans that are translated into actionable projects that are justified and included in the capital program for instrumentation and analyzers. Manages the need identification, development and implementation of new equipment, instrument, and analyzer maintenance PM programs.
- Supports MOC and PSM efforts and follows all safety rules and guidelines as established by the Refinery.
- Represents Refinery on Corporate Automation networks (PACE etc.).
- Ensures corporate and sites standards and best practices are followed, including Instrumentation & Control AML for equipment purchases.

Qualifications
- Bachelors of Science degree (or higher degree) in Chemical Engineering, Electrical Engineering, or related Engineering discipline required.
- 10 years of engineering experience required.
