Job Description

Performs routine semi-skilled work in the construction and maintenance of public streets and sidewalks for City's Street Maintenance Division or in the construction and maintenance of the stormwater drainage system for the City's Stormwater Services Division; does related work as required. Work is performed under regular supervision.

Essential Tasks

Street Maintenance:
  • Operates single axle dump truck in connection with the transportation of stone, sand, gravel and supplies; Operates a light truck in carrying tools, equipment and supplies to and from repair jobs;
  • Operates a single axle dump truck engaged in salting and plowing icy streets and roads during snow removal;
  • Operates large motorized mowers in clearing medians and right-of-ways;
  • Services and performs minor repairs on equipment;
  • Assists with curb cutting and weed eating throughout the City in preparation for special events;
  • Serves as a flagger for traffic control;
  • Operates medium and heavy equipment, when cross training;
  • Performs general maintenance and labor as required;
  • Ensures that all work is performed in accordance with OSHA and City Safety Standards and Policies
Stormwater:
  • Operates single axle dump truck with the transportation of, sand, gravel and supplies;
  • Operates a light truck in carrying tools, equipment and supplies to and from repair jobs;
  • Operates a single axle dump truck engaged in salting and plowing icy streets and roads during snow removal;
  • Removes debris and trash from manholes and catch basins;
  • Services and performs minor repairs on equipment;
  • Assists with the construction of a project by performing manual labor such as shoveling, raking and leveling ditches and/or trenches;
  • Serves as a flagger for traffic control;
  • Assists with the construction and repair of manholes and catch basins, etc;
  • Operates medium and heavy equipment, when cross training;
  • Performs general maintenance and labor as required;
  • Ensures that all work is performed in accordance with OSHA and City Safety Standards and Policies.
Qualifications
  • Must have valid appropriate driver's license issued by the State of North Carolina and ability to obtain a CDL "B" permit within 6 months of hire date and a CDL "B" within one year of hire date.
  • Must be 18 years of age. Must be able to lift up to 50 pounds. Must be able to work overtime. Must be able to deal effectively with the public. Must have general knowledge of traffic rules and regulations governing equipment operation and transportation.
  • Experience: Some experience with motorized equipment is required and some experience as a Mechanic is preferred.
  • On-the-job training approximately 6 months to one (1) year.
  • Ability to apply principles of logical thinking to work tasks and handle practical situations and requests made by supervisor; to comprehend and respond to a variety of situations in an expedient manner. Ability to understand and follow simple oral and written directives and perform the relative tasks. Good judgment is important.
  • Read: Ability to read operators' manuals, safety rules and regulations, instructions, directions, street names and signs, city maps, and other documents relating to job.
  • Write: Ability to write instructions and/or directives as received, notes pertaining to the job, completed assignments on a work log and messages.
  • Speak: Ability to be conversant in voice and diction to participate in discussions with supervisor, other employees and the general public.
  • Amount of Training, either on-the-job or formal education, usually associated with this occupation in addition to the Reasoning, Math and Language detailed above:
Physical Requirements:
  • Medium to Heavy Work: Exerting considerable force, from 20 to 50 pounds constantly, and 100 pounds or more of force occasionally with assistance, in operation of small, motorized equipment and hand tools. Physical demand requirements usually include walking, standing, bending, squatting, climbing, lifting, stooping, and stretching, although worker does sit on rare occasions. There is significant use of arms, hands, legs, and feet. Must have good hands, feet and eye coordination and be able to operate equipment that requires the use of both hands and feet on control levers at all times. Must be able to turn head and body to angels of approximately 90 degrees while operating equipment in order to make safe movements.
  • Reaching:Extending the hand(s) and arm(s) in any direction.
  • Handling:Seizing, holding, grasping, turning, or otherwise working with hand or hands (fingering not involved).
  • Fingering:Fingering - Picking, pinching, or otherwise working with fingers primarily (rather than the whole hand or arm as in handling).
  • All are requirements of this job.
  • Talking: Expressing or exchanging ideas by means of spoken word.
  • Hearing:Hearing - Perceiving nature of sounds by ear.
  • Both necessary to converse with other employees and supervisor working together to accomplish tasks. Must be able to hear over noise of motor to respond in the event there is a mechanical warning, or someone calls out a warning while employee is operating equipment.
  • Seeing:The ability to perceive the nature of objects by the eye. Recommended guidelines for vision are:
  • Acuity, far: Clarity of vision at 20 feet or more. Must be able to see other workers, equipment, traffic, and pedestrians from a distance for safety reasons when operating equipment. Both eyes 20/22 - R 20/25 L 20/25 corrected
  • Acuity, near: Clarity of vision at 20 inches or less. Must be able to see operating panel of equipment and other work aids close at hand. Both eyes 20/30 corrected
  • Depth Perception: Three-dimensional vision. Ability to judge distance and space relationships so as to see objects where and as they actually are. Must be able to judge distances so as to use both hands in performing different tasks at the same time and to operate the equipment safely. Depth Perception - 5
  • Field of Vision: Area that can be seen up and down or to right or left while eyes are fixed on a given point. Must be able to see wide span of area to cover traffic and people entering and leaving the work area to ensure safety.
  • Accommodation: Adjustment of lens of eye to bring an object into sharp focus. This is especially important when doing near-point work while glancing up to check entire work area. Must be able to adjust the eye lens to glance quickly from equipment and the immediate work area to people or other equipment which are located at varying distances.
Mental Activity/Requirements:
  • Reasoning:Ability to apply principles of logical thinking to work tasks and practical situations and requests made by supervisor or members of the general public; to comprehend and respond to a variety of situations in an expedient manner. Good judgment is important because often the individual may be working in absence of supervisor.
  • Mathematics Ability:Using arithmetic and/or Statistics: Ability to direct and oversee the use of arithmetic and/or statistics in the preparation of a variety of tests and reports.Ability to apply fundamental concepts of addition and subtraction to arrive at accurate formulas for chemical and paint mixtures.
  • Language Ability: The ability to speak, read and write the English Language are required for this position.Ability to read safety manuals, instructions, directions, formulas, landscaping books and other documents relating to the job.
Environmental Conditions:
  • Physical Surroundings: The Worker is subject to Outside Environmental Conditions: Exposed to the various weather conditions and temperatures. The worker will be exposed to weather which is extremely hot and extremely cold. The position is best suited for someone who doesn't mind getting hot, cold, wet, dirty, and sweaty.
  • Hazards: Employee will be exposed to rain, sleet, snow, flooding, high winds, cold and hot weather, trash, grass, sand, dirt, tar, debris, and insects. Work is subject to final standards of OSHA on bloodborne pathogens.
  • Machinery/Tools/Work Aids/Other Equipment: Single axle dump trucks, farm type tractors with mower attachments, rollers, rubber-tired loaders, pavement breakers, chain saws, tamps, hand saws, concrete saws, vacuum units, backpack blowers, weed eaters, lawn mowers, cutting blades, wrenches, shovels, rakes, picks, axes, sweeper brooms, flusher hoses, concrete floats, trowels, hammers, and other work aids associated with the job.
