Job Duties

Facilitate negotiations strategy for consultant services related to transportation projects and programs for Professional Services Procurement Office (PSPO). Support the Division's programmatic analysis and negotiations functions by collecting data from multiple sources, analyzing, interpreting, and recommendations on the efficient use of resources, preparing reports and presentations, and responding to ad hoc requests for information.

Research and Analysis - Evaluate, organize, and report on data related to qualifications and hourly rates for consultant labor classes. Identify options, acceptable ranges, solutions to ensure fair and reasonable rates using consistent methodology. Identify, explain, and resolve discrepancies, and make improvements. Develop and maintain methods to provide consistency in analysis for negotiations of professional services contracts.

Negotiations and Reporting - Guide the negotiation process and facilitate agreement of rates. Identify and recommend solutions to issues with Agency-wide scope or impact. Plan, coordinate, and prioritize multiple assignments within scheduled timeframes. Guide external stakeholders, divisions, and districts to verify and analyze data. Develop reports and presentations for dissemination to consultants, division, directorate, district, and region management.

Program Innovation and Update - Identify and develop opportunities for improvement and innovative solutions to address issues and challenges in delivering business objectives. Support the development of analysis tools, databases, forms, workflows, and other technologies and tools for PSPO. Collaborate with team members and other stakeholders to identify and recommend improvements to workflow processes to support program delivery of engineering transportation projects.

Policy / Process Review, Documentation, and Training - Propose standards for the purpose of establishing uniform guidelines and procedures. Research, analyze and develop policies, plans, and procedures. Develop and maintain training resources for internal and external stakeholders as needed related to processes, policy, procedures, and business process improvements.

  • Skill in applying principles and practices of governmental purchasing in accordance with federal and state procurement laws and practices
  • Knowledge of VDOT transportation programs, policies, project planning and scheduling
  • A combination of training, experience or education in Business Administration, Finance, Public Administration, or related field desired

Additional Considerations
  • Knowledge of VDOT transportation programs, policies, project planning and scheduling
  • A combination of training, experience or education in Business Administration, Finance, Public Administration, or related field desired.
  • Virginia Contracting Officer (VCO or VCA) certification
  • Knowledge of Virginia Freedom of Information Act principles related to procurement activities
