Pay Range

$74,700 - $111,324 Annually

$74,700 - $92,736 Annually at the H04.1 level

$89,670 - $111,324 Annually at the H04.2 level

Job Description

We have an opening for a Training and Quality Specialist to support the National Ignition Facility and Photon Science (NIF&PS) Directorate Training and Quality Program.You will be responsible for providing a full range of services including technical expertise, administrative and customer focus support, scheduling, tracking, evaluating, and coordinating new and existing professional training programs. You will partner with our customers, external consultants, vendors, instructors, colleagues, and management throughout the training process, focusing on identifying appropriate training opportunities, enrolling attendees in courses, tracking and reporting completion of trainings, maintaining a master training calendar, and participating in the day-to-day responsibilities of a successful and organized training program. In this role you will be the subject matter expert (SME) for the Enterprise Lifecycle Management (ELM) system. In addition, you will review, develop, and maintain Training/Quality documents and procedures. This position is within Directorate Operations in the NIF&PS Principal Associate Directorate.

This position may offer a hybrid schedule, which includes the flexibility to work from home one or moredays per week, after a probationary period. The specifics of the hybrid schedule, including the exact number of days required in the office and virtual work options may vary based on the needs of the team and the organization.

This position will be filled at eitherlevel based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

You will
  • Act as the point of contact verifying information against Subject Matter Experts (SME) for NIF&PS ELM document routing, electronic review, approval, and storage. Train project and administrative staff on the document release process and how to generate document release workflows.
  • Manage and track the high volume of electronic release workflows in support of NIF&PS enterprise project deadlines and schedules. Communicate document completion requirements and provide consistent follow-up with document owners and reviewers to ensure deadlines are met.
  • Guide and assist team members with document formatting to ensure requirements are met for applicable standards, policies and procedures. Create and maintain program and project-specific document templates.
  • Coordinate institutional training programs, including creating, managing, and maintaining spreadsheets and databases to track completed trainings.
  • Support the administrative and operational aspects of our training and organizational development programs including collaboration on external vendor contracts, tracking project deliverables, course communication and scheduling of enrollment and intact programs for onsite and virtual classrooms.
  • Coordinate institutional training programs, including creating, managing, and maintaining spreadsheets and databases to track completed trainings.
  • Monitor training procurement contracts; develop/maintain relationships serving as a point of contact for external consultants/vendors who provide institutional and directorate training.
  • Coordinate and support the functions of the training and quality systems, including providing data analysis on DOE, ISO and Institutional Quality requirements and flow down.
  • Perform other duties as assigned.

Additional job responsibilities, at the H04.2 level
  • Gather and analyze data to evaluate process flow accuracy and efficiency.
  • Generate status reports using productivity metrics for project teams.
  • Coordinate resolution of data quality issues and communicate impacts of new or updated data requirements to affected stakeholders.
  • Contribute to development and implementation of quality control documents and reports.
  • Identify and implement process improvements into the ELM Document Control Process with concurrence from ELM Document Control Manager.
  • Assist in maintaining and improving the ELM Master Document List (MDL).

Qualifications
  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor's degree in Business, Training and Development, Organizational Development, Instructional Technology, Human Resources, or related field; or equivalent combination of experience, education and/or training.
  • Knowledge of basic training and organizational development theories, techniques, policies, procedures, practices, and systems. Knowledge of basic Quality Systems and Methods.
  • Experience with document control processes in a government environment and with direct experience in an electronic document management system.
  • Effective communication skills (verbal, written, interpersonal) and collaboration skills with management, instructors, vendors, employees, and colleagues.
  • Proficient using Microsoft Office Suite (Outlook, Word, Excel, PowerPoint, Teams, SharePoint, OneNote) and other learning software.
  • Ability to organize and manage multiple training initiatives simultaneously, working effectively with limited supervision in an environment with changing deadlines, instructions, priorities, and frequent interruptions.

Additional qualifications at the H04.2 level
  • Comprehensive knowledge of and experience applying training and organizational development theories, techniques, policies, procedures, practices, and systems.
  • Demonstrated excellent interpersonal, verbal, and written communication, customer service orientation and ability to work independently or as a team member with all levels of management across the Laboratory.
  • Demonstrated ability to effectively analyze and problem-solve issues and appropriately suggest training and organizational development solutions, services and/or resources.
  • Experience creating new administrative systems and processes to improve training, quality and organizational development functions.

Qualifications We Desire
  • Knowledge of LLNL administrative policies, procedures, techniques, and methods.
  • Experience working in LLNL databases including SMART, LTRAIN, LABI, ELM, and CTS (FileMaker) and familiarity with safety processes, including work control documents.
  • Knowledge of Quality Management and Systems, i.e. ISO9001
