GENERAL DESCRIPTION
• The Office of the Attorney General (OAG) is seeking to hire an experienced, results-driven individual to serve as a Training and Development Specialist in the OAG's Medicaid Fraud Control Unit (MFCU).
• MFCU conducts criminal investigations into and supports prosecution of violations of state and federal laws pertaining to fraud in the administration of the Medicaid program, in the provision of medical assistance, or in the activities of providers under the state Medicaid plan. MFCU also investigates, or refers to the appropriate authority, complaints alleging physical abuse or criminal neglect of patients in health care facilities receiving payments under Medicaid.
• Work involves developing, modifying, administering, and planning Medicaid training to the MFCU division. Training activities will be conducting in-person and remotely. Works collaboratively with law enforcement, other state agencies, and other partners to ensure system testing, development, and rollout; briefs and advises MFCU management on matters concerning Medicaid fraud system development and enhancements.

ESSENTIAL POSITION FUNCTIONS
Plans, develops, reviews, revises, and implements training programs, policies, and procedures; and promotes the use of training services.
Conducts training in a classroom, distance learning, or occasionally in an e-Learning environment; and facilitates workshops and meetings.
Develops and/or contributes to others who develop curricula, course outlines, instructional methods, training aids, manuals, and other instructional materials and products.
Serves as a professional resource for employees and managers regarding training programs and initiatives; promotes the use of training services.
Researches, develops, reviews, and evaluates training programs and materials, and recommends modifications as appropriate.
Manages external contact lists and drafts Standard Operational Procedure (SOP) system updates
Performs related work as assigned
Maintains relevant knowledge necessary to perform essential job functions
Attends work regularly in compliance with agreed-upon work schedule
Ensures security and confidentiality of sensitive and/or protected information
Complies with all agency policies and procedures, including those pertaining to ethics and integrity
Qualifications:
MINIMUM QUALIFICATIONS
Education: Graduation from high school or equivalent
Education: Bachelor's degree from an accredited college or university; experience in the following (or closely related) fields may be substituted for the required education on a year-for-year basis: Teaching, Healthcare, Program administration
Experience: Four years of full-time experience working in the following (or closely related) fields: Healthcare, Teaching, Program Administration
Knowledge of Texas Medicaid Program, Claims processing system, Medicaid Rules
Skill in handling multiple tasks, prioritizing, and meeting deadlines
Skill in effective oral and written communication
Skill in exercising sound judgment and effective decision making
Ability to receive and respond positively to constructive feedback
Ability to work cooperatively with others in a professional office environment
Ability to provide excellent customer service
Ability to work in person at assigned OAG work location, perform all assigned tasks at designated OAG workspace within OAG work location, and perform in-person work with coworkers (e.g., collaborating, training, mentoring) for the entirety of every work week (unless on approved leave)
Ability to arrange for personal transportation for business-related travel
Ability to work more than 40 hours as needed and in compliance with the FLSA
Ability to lift and relocate 30 lbs.
Ability to travel (including overnight travel) up to 20%
PREFERRED QUALIFICATIONS
Experience working with the MMIS claims management system.
Experience working as a team member in a collaborate environment
Knowledge of writing claims queries
Knowledge of Texas Medical Assistance Plan under Title XIX of the Social Security Act (Medicaid)
Skills in using BusinessObjects, Business Intelligence, MCATS, Kintana, Phoenix, e-OPM
Ability to communicate technical guidance and updates to the end user
Ability to formulate learning objectives, to develop training objectives, to evaluate the effectiveness of training, to assess training needs, and to communicate effectively.
