The State of Ohio Board of Pharmacy is the single State agency in Ohio responsible for administering and enforcing laws governing the practice of pharmacy and the legal distribution of drugs. Eight of the members are licensed pharmacists who represent, to the extent practicable, each phase of pharmacy practice. One member represents the public. The Board has a staff of 90 employees that is responsible for carrying out the day-to-day operations and responsibilities of the Board.

What You'll Do:

The OARRS Data Analyst Manager will facilitate the monitoring and external reporting of data reported to and collected for the state prescription monitoring program, Ohio Rx Reporting System (OARRS). The position will lead both data quality and data management initiatives, including ongoing monitoring and assessment. The OARSS Data Analyst Manager will work closely with both the OARRS administrator and Chief Data Officer to proactively identify and address data quality, develop data standards, and ensure the integrity of data submitted to the OARRS vendor, data files provided by vendor to BOP and data curated for analysis. This position will supervise OARRS Data Analyst projects and day to day assignments. The OARRS Data Analyst Manager will lead engagement with other state agencies and third-party stakeholders to leverage data collection and analysis.

The OARRS Data Analyst Manager will facilitate and monitor the integration of health care systems and pharmacies with OARRS. This position will ensure data is being captured on an ongoing basis and reported as required. The position will coordinate with the OARRS vendor on all phases of implementation for integration of sites (from onboarding to going live). The position will serve as a contact for facilities to address issues with integration and assist with upgrades.

Job Duties:

Data Quality and Management:
  • Monitor the quality of data reported to OARRS
  • Develop and use analytic methods to routinely assess data quality and implement programs and solutions to improve data quality, accuracy and completeness
  • Serve as project manager on data enhancements, data improvement initiatives, and other OARRS projects as assigned
  • Assist OARRS Director and Chief Data Officer with development of data standards and policies
  • Coordinate the integration of external data in OARRS
  • Conduct routine data checks to monitor data reported to OARRS by health systems
  • Monitor and conduct routine data checks on the files provided by the OARRS vendors on an ongoing basis
  • Coordinate data requests and sharing with both internal and external partners as allowable per the Ohio Revised Code
Serves as the Integration Coordinator for OARRS:
  • Coordinate integration efforts between OARRS vendor and health care provider entities
  • Contact sites to resolve problems
  • Promote integration to sites that are not currently integrated.
  • Regularly communicate with sites, review reports monitor usage, identify issues, formulated solutions
  • Work with vendor to ensure integrated sites report compliant data requirements (completeness, accuracy, timeliness)
  • Management of OARRS users accounts and integrated health system for compliancy with Provider authorization
  • Coordinate and provide support to sites surrounding both OARRS updates and electronic health record (EHR) updates
  • Track software vendors for EHR and pharmacy management systems to ensure compatibility with integration
  • Coordinate data requests and sharing with both internal and external partners as allowable per the Ohio Revised Code
Experience:
  • Project Management
  • Project lead on software development or implementation of reporting system
  • Experience working Healthcare professionals or health systems
  • Experience with analysis and management of large datasets
  • Experience with management of relational datasets
Technical Skills:
  • Proficient with Statistical application packages (e.g R, SAS)
  • Proficient with Sequel Databases
  • Experience with data dashboard and visualization software (Tableau)
  • Proficient in MS office applications
Hybrid Telework Eligible:

Based on job duties, this position is designated as telework eligible on a hybrid basis (i.e., working at least 1 to 2 days per week in the office); the selected applicant must complete the initial training period prior to being eligible to telework and also sign a telework agreement. Employees must reside at a location that allows for reasonable response time to workplace reporting requirements.

Qualifications
Completion of a graduate core program in data analytics, applied mathematics, health informatics, computer science, information management systems, statistics, or related field. 24 mos. exp. in data analytics, statistical analysis, or research methods.
