What You'll Do:

Oversees Maintenance and Operations of the Ohio Benefits Program within the Office of Information Technology (OIT). This position directs and oversees the activities of assigned information technology personnel, including technology contractors/vendors who provide managed services and maintenance and operation services. This position also performs project management functions, if assigned, including organizing, directing, and overseeing teams of technical and contractor staff. Job duties include:

Infrastructure Operations:

• Evaluates and establishes processes and best practices for the administration and management of IT Infrastructure operations (i.e. on-premises & cloud-based applications, infrastructure, operating systems, middleware, integrations, monitoring, alerting, patching, scanning & reporting, application deployment, Continuous Integration and Continuous Delivery (CI/CD), etc.).

• Ensures compliance of processes and best practices across Ohio Benefits Program Systems. Establishes and maintains a documentation repository and documentation for Infrastructure Operations activities and events.

• Develops, maintains, and executes System Strategy (Vulnerability Management Plan, Maintenance/Patch Update Schedules, Technology Refresh and Budget Plans, etc.) to keep the Ohio Benefits Program Systems current with technology, standards, policies, and customer expectations based on leadership's guidance.

• Reviews and maintains disaster recovery plans, overall business continuity plans

• Leads regularly scheduled disaster recovery exercises and completes impact analyses to ensure disaster recovery plans remain current and fit for purpose.

• Ensures appropriate continuity and recovery mechanisms are in place to meet/exceed business continuity plan target metrics.

• Develops, maintains, and executes Operational Run Books for all Ohio Benefits Program Systems.

• Responds to critical outages 24x7 & leads incident management activities.

• Develops, maintains, and executes the infrastructure security plan for all Ohio Benefits Program Systems.
  • Develops, maintains and executes policies and/or procedures to monitor Production Access Controls.
Application Support:

• Manages application post deployment/run activities.

• Conducts Architecture Reviews, Technical Design Document Reviews and User Acceptance Testing/Deployment and Post-Deployment activities.

• Develops, maintains, and executes, in coordination with Ohio Benefits Program Delivery/Build Manager, Communication protocols and plans.

• Develops, maintains, and executes change policies and/or procedures that will present changes to the Change Control Board for approval prior to production implementation.

• Provides strategy development, technical execution and functional oversight for Reporting and Business Analytics Functions.

• Makes recommendations and solutions based on data-driven decisions.

Team Management and Leadership:

• Provides effective leadership, promoting team atmosphere with peers, staff, contractors, and partner agencies.

• Determines staffing requirements and makes recommendations.

• Interviews candidates for employee and contractor positions.

• Assigns work and prioritizes project assignments.

• Performs team management and leadership administrative functions (i.e., approval of requests for leave, payable time approval, completes performance evaluations, issues discipline).

Project Management:

• Utilizes knowledge of information technology, application development, application security, and infrastructure operations to manage projects.

Provides direction to and plans & coordinates with project teams (employees, contractors, Managed Services / Maintenance and Operations vendors, service providers & suppliers) to ensure delivery of projects and solutions.

Administrative Functions:

• Performs administrative functions including but not limited to planning, budgeting, and procurement activities. Works with other DAS divisions and OIT units to plan and prepare budgets and monitor finances of the service area.

• Creates and participates in development and/or evaluation of procurement documents (i.e. scopes of work - SOW, Request for Quotation (RFQ), Request for Proposal (RFP)).

• Participates in negotiation of contracts and purchases related to unit.

• Participates with other Office of Information Technology (OIT) areas to evaluate systems, software, services, and proposed technology solutions.

• Makes presentations to organizations, agencies, executive management, public & private groups.

• Attends conferences & seminars.

• Other administrative functions as needed.

Qualifications

Minimum Qualifications:

9 1/2 years (114 mos.) exp. commensurate with job duties to be performed & knowledges & skills required as outlined in approved position description on file for position to be filled as advertised in job posting; 2 years exp. in performing project management functions as defined in series purpose.

-Or completion of undergraduate core coursework in computer science, or completion of undergraduate core coursework in any academic major which included at least one course in each of the following: advanced-level computer programming language (for example, COBOL, Delphi, Java, Powerbuilder, Visual Basic, Pl 1, SAS PCS, Pacbase, Full Visual Suite, Designer 2000, Developer 2000, C, C++, Visual C, ECL, or Visual Studio), logic-based mathematics, data base concepts (for example, Oracle, Microsoft Access, Paradox, Sybase, IMS DB, DB2, Cache, DMS, or RDMS), computer systems analysis & design, & basic data processing concepts; additional 7 1/2 years (90 mos.) exp. commensurate with job duties to be performed & knowledges & skills required as outlined in approved position description on file for position to be filled as advertised in job posting.; 2 years exp. in performing project management functions as defined in series purpose.

-Or 12 mos. exp. as Information Technology Manager 1, 64132. Or in offices of statewide information technology policy & planning, positions require completion of undergraduate core coursework in computer science, or completion of undergraduate core coursework in any academic major which included at least one course in each of the following: advanced-level computer programming language (for example, COBOL, Delphi, Java, Powerbuilder, Visual Basic, Pl 1, SAS PCS, Pacbase, Full Visual Suite, Designer 2000, Developer 2000, C, C++, Visual C, ECL, or Visual Studio), logic-based mathematics, data base concepts (for example, Oracle, Microsoft Access, Paradox, Sybase, IMS DB, DB2, Cache, DMS, Or RDMS), computer systems analysis & design, & basic data processing concepts; 3 yrs. exp. in utilizing word processing software; 3 yrs. exp. in utilizing internet browser(s) for research; 66 mos. exp. which included following: knowledge of information technology architecture components, developing information technology strategic plans, preparing & making presentations/public speaking, writing information technology related policy & procedures, preparing & monitoring budget, providing cost & resources estimates, & contract management; 2 yrs. exp. in utilizing e-mail system; 18 mos. exp. in project management or lead role on information technology project; 12 mos. exp. in utilizing spreadsheet software; 2 yrs. exp. as Information Technology Supervisor 3, 64119, or 12 mos. exp. as Information Technology Manager 1, 64132, or equivalent.
