Job Summary:

The Payroll Analyst II is responsible for timely processing of the payrolls, including all related time & labor, benefit, and deduction activities. The position is the backup non-resident alien analyst and processor including use of non-resident software. The Payroll Analyst II assists in preparing details for various payroll related reconciliations; assists with year-end tax processing and reporting; participates in software updates and training; backs up the senior payroll analyst during absences.

Major Responsibilities / Duties / Critical Tasks:
• Responsible for assigned payroll processes, including time & labor activities.
• Responsible for assigned calendared and non-calendared off cycle payrolls.
• Responsible for post-payroll benefit reconciliation and liability processing, retirement contributions, health insurance premiums, flex deductions and garnishment deductions as assigned.
• Responsible to back up the Sr. Payroll Analyst for entering and maintaining garnishment records and related correspondence including but not limited to child support, bankruptcy, tax liens, etc. and general deduction setup.
• Responsible to assist with tax reconciliation, processing, timely payment, and reporting for federal and state payroll related taxes as assigned.
• Responsible to cross-train and serve as backup for non-resident alien individual and company tax status analysis, non-resident alien software processing, and assist with end of year 1042 tax form processing and reporting.
• Works closely with Human Resources staff on assigned payroll related processes, including but not limited to BenefitFocus processing, student worker timesheets, pay group, FICA and other tax issues, and overpayment/underpayment analysis and resolution.
• Responsible for providing support to staff, employees, and department managers regarding payrolls, time & labor, and tax concerns.
• Provides employee and department manager customer support for time & labor and payroll questions.
• Responsible to cross-train and serve as backup for monthly payroll processor.
• Participate in software program testing, meetings, and assist with writing procedure documentation for back-office use or campus training.
• Participate as assigned with new employee orientation and other campus user training.
• Other duties as assigned.

• Thorough knowledge of and/or ability to quickly learn applicable laws, codes, regulations, standards, policies, methods, and practices related to payroll.
• Excellent verbal and written communications skills required for working with the payroll team, related coworkers, employees, and administrators.
• Ability to provide high-quality customer service and maintain these standards for the payroll area.
• Ability to keep detailed records; to assemble and organize data of complex nature, and to prepare and submit reports in acceptable and/or required formats.
• Advanced computer skills including use of software programs used in processing payrolls, making payroll related payments, or in conducting data reconciliations for example.
• Ability to identify payroll related problems, collect and analyze data, establish facts, perform thoughtful interpretation, draw valid conclusions, and propose appropriate courses of action.
• Ability to work collaboratively with coworkers and functionally related teams.
• Ability to work with confidential and sensitive information with discretion.

Qualifications

Required Education / Experience:
• Bachelor's degree required. Bachelor's degree in a business-related area from an accredited institution is preferred.
• Minimum of three (3) years of payroll experience required. Experience must include two years using Peoplesoft HCM payroll, time & labor software modules, and nonresident alien tax processes.
• Minimum of Two (2) years of payroll-related tax preparation preferred.
• Payroll experience with a Texas institution of higher education preferred.
• May accept a combination of education and experience.
