Summary
As a PBS Program Specialist, you will serve as a Repair and Alterations Program Specialist providing a wide range of programmatic expertise and guidance on the accomplishment of capital improvements and other major renovations impacting facilities under the Region's jurisdiction.
Location of position: GSA, Public Buildings Service (PBS), Portfolio Management and Customer Engagement Division, in Region 8.

The GS-13 salary range starts at $103,409 per year and varies by location.
To qualify at the GS-13: Applicants must have at least one year of specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience is experience independently performing asset business planning and financial analysis for a portfolio of multi-level commercial buildings and office complexes. This experience must include asset performance analysis; recommending and evaluating repair and alternation projects and building programs; analyzing financial performance and investment alternatives; and participating on and/or leading an asset planning team.

Duties
As a PBS Program Specialist, your duties will include:
- Provide expert technical advice, guidance and support to regional Service Centers and Business Lines to provide program oversight and on capital planning, budgeting, and customer agency housing strategies.
- Apply a wide range of qualitative and/or quantitative business engineering methods to assess and improve complex Repair and Alteration programs and related PBS business objectives.
- Asses portfolio performance, recommends corrective actions to management where necessary, and develops strategies to meet long and short-term objectives of the portfolio and region.
- Conduct financial analysis of designated building operations and develops input used to assess future capital budgets, particularly in terms of projecting short and long-range needs for significant repairs, alterations or major modernization projects for assigned Federal facilities.
- Maintains a database Inventory Reporting Information System (IRIS) of scheduled capital investment work items and forecasts 5-year capital requirements for Repair and Alterations.

- Expert knowledge of the Federal agency clients, their missions, needs and constraints and familiarity with commercial real estate industry business practices and principles in order to integrate private sector innovations into the GSA system.
- Expert knowledge of qualitative and quantitative techniques to analyze the effectiveness and efficiency of assigned programs to make expert and authoritative recommendations for developing and implementing a portfolio strategy that maximizes and improves on the current building inventory.
- Mastery of PBS capital development strategies, performance measurement theory, concepts and systems, including related program analysis, management and evaluation methodologies and relevant research principles necessary to perform broad, far-reaching portfolio, reinvestment, asset management, and repair and physical condition assessments for assigned facilities.
- Knowledge of engineering concepts, principles and practices applicable to the preparation of a wide range of diverse Repair and Alterations project plans, specifications and cost estimates for design, construction and alteration projects ranging in value up to several million dollars or greater and understanding of how technical and professional engineering decisions about building structures impact capital development projects and strategic business decision-making.
- Knowledge and a strong technical background in software applications, with specific knowledge of all R&A, Portfolio Management software applications to work closely with central office in resolving technical problems with IRIS and other financial management IT programs as they relate to repair and alterations.
