Duties

The primary purpose of this position is to provide the cemetery managers with expert, objectively based information for making decisions on program operations and drive cemetery level improvement/compliance. The incumbent performs a variety of analytical, planning, evaluative and advisory work for the management team at PPNC. Conduct continuing and periodic studies involving compilation and analysis of data for purpose of evaluating the effectiveness of cemetery operations, identifying areas requiring improvement, and recommending procedures or methods for more efficient operations and production. This includes studies involving a wide variety of management and operational reviews covering workload analysis, utilization of resources, productivity charting, graphing, workflow processes and improvements, and changes in organizational structure and methods of operations to promote efficiency of operations. Conducts audits, surveys, and systematic reviews of operations to ensure that established policies, practices, and procedures are effectively implemented.

Provides staff assistance to develop and implement changes in procedures, operations, and staff organization. Controls, coordinates, analyzes, validates, and participates in the analysis of administrative and field activities along with numerous other statistical and narrative reports. Assembles workload data, work measurement data and work program data for the development of budget estimates, equipment needs, RMT submission, facilities repair requests and gravesite depletion tracking. Studies areas where modified work methods, procedures, or systems must be developed in response to technological advances or actual or proposed changes in either legislation or overall program purpose. Provides specialized and general clerical assistance to the office of the Pikes Peak Cemetery. Performs general clerical support in office with copying, filing, storing stock items. Assignments can vary involving routine and non-routine office functions such as preparing documents and correspondence, sorting, copying, and filing. Prepares reports for Cemetery Administrators use. Assist in budget preparation and management. Serves as purchase card holder and time keeper.

Represents the Pikes Peak National Cemetery meeting funeral directors, families and honor guard members who are attending committal services or burials at the Cemetery. Provides information to bereaved family members concerning gravesite and marker information. Retrieves gravesite information from the KIOSK or BOSS (electronic burial register) in assisting families locating loved ones' gravesites. Duties may include but are not limited to: maintaining control of traffic to the cemetery, directing funeral corteges so as to keep all family members together, accompanying families to committal shelters and gravesites, providing veteran burial benefit information to family members and visitors, answering general questions of family and visitors, assisting visitors and family members locating gravesites.

Performs public outreach as needed.

Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm. May include occasional weekends. Due to the mission of the National Cemetery, the cemetery cannot be closed for more than 2 consecutive days at any given time. Additionally, when a Federal holiday falls on a Monday or Friday, staff may be required to work on that holiday or a Saturday. All staff is required to work Memorial Day and Veteran's Day each year. Staff will be required to work overtime, weekends and holidays when necessary to meet the needs of the cemetery. Occasionally staff may be called back to the facility to perform emergency overtime work.

Qualifications

To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 09/09/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement.
  • For a GS-09 position you must have served 52 weeks at the GS-07.
  • For a GS-07 position you must have served 52 weeks at the GS-05.

The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade.

To Qualify for the GS-07 Grade Level:

  • Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: interacting with customers and staff, analyzing data; preparing graphs, charts, presentations, maintaining a database system; tracking and logging expense items; scheduling appointments; coordinating meetings and scheduling conferences; establishing and maintaining an efficient filing and reference system for all files; using automated data processing equipment to generate a variety of reports; typing letters, memos, reports, etc. in final form; processing incoming and outgoing materials such as correspondence, reports, memoranda, and other forms of written communication; establishing priorities and setting deadlines; providing an interpretation of policies; gathering data; preparing reports, and making recommendations; develop findings, recommendations, and justifications, coordinating budgets, performing work as a Contracting Officer representative, etc. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 1 full year of graduate-level education at an accredited college or university. (NOTE: 1 year of full-time graduate education is defined as 18 semester hours, unless otherwise defined by the college or university). (TRANSCRIPTS REQUIRED) OR,
  • Superior Academic Achievement at the Baccalaureate Level: To qualify based on Superior Academic Achievement at the baccalaureate level, based on one of the following - 1) class standing (upper third of graduating class in the college, university, or major subdivision, such as School of Business), 2) grade-point average (3.0 or higher out of a possible 4.0, based on 4 years of education or on courses completed during the final 2 years of the curriculum OR 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum), or 3) election to membership in a national scholastic honor society meeting the minimum requirements of the Association of College Honor Societies (excluding freshman honor societies).
