The primary purpose of this position is to serve as Tier 1 and Tier 2 Joint and Combined exercise planner, act as director and workgroup lead for Integrated Tactical Warning and Attack Assessment (ITW/AA) training for all NORAD and USNORTHCOM (N&NC) General Officers/Flag Officers (GO/FOs), and to perform as senior ITW/AA Program Analyst.

Duties

  • Responsible for planning, administering, and developing training for N&NC's most senior 2-, 3-, and 4-star GO/FO leadership as part of the Assessor/Authority Training Division.
  • As N&NC ITW/AA Domain Exercise Director and Program Manager for Assessor/Authority Training, acts as the lead exercise observer/controller, managing and directing multiple co-located and geographically dispersed bi-national participants during N&NC Exercise AMALGAM INDIGO exercises and other Joint and Combined exercises.
  • Responsible for the research, development, coordination, approval, and dissemination of CCMD ITW/AA policy and procedure updates and changes resulting from lessons learned during Exercise AMALGAM INDIGO Assessor/Authority training and certification exercises, other senior leader training exercises, and all other supported partner exercises. As N&NC/J75 ITW/AA SME, responsible for providing analysis, studies, recommendations and guidance during all ITW/AA programmatic reviews and updates.
  • Performs recurring duties as Missile and Space Domain Chief or Deputy Chief in the N2C2 Missile & Space Domain (MSD), and maintains qualification/certification for N2C2 mission operations.

  • CONT'D public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.

  • CONT'D Contingency Command Center, Future Operations Center, Joint Enabling Capability, and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations.
  • Upon assignment to this position the incumbent is required to attend classroom and on-the-job training for this position for approximately 2-3 months. The incumbent is required to be certified, CONT'D
  • CONT'D with an evaluation, in this position after training and maintain certification with annual evaluations.
  • YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. CONT'D
  • CONT'D A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: (1) expert and comprehensive knowledge and understanding of the current missions, capabilities, organizations and operations of the Canadian and U.S. ITW/AA policies, procedures, and TTPs; (2) mastery of N&NC operational missions, capabilities, organization and operational relationships to Unified/Combined/ Combatant Commands, Canadian and U.S. Military Services, the National Guard, US Reserve Forces, the Department of Defense, and other Canadian and U.S. Governmental Agencies (FAA, TSA, CJOC, etc.) to assess and improve program effectiveness or enhance complex management procedures/systems; (3) expert knowledge on the Canadian and U.S. programs, processes, organizations, and policies as they relate to supporting organizations/Agencies/Services providing necessary support for N&NC operations; (4) expert knowledge of DoD military command and control operations, command and control of deploying forces and forces supporting N&NC missions, geographical areas of responsibility as it pertains to the geographical CCMD's and combat operations at both the operational and strategic levels of war.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Skill in the management of detailed planning, execution and after-action review of training exercises.

2. Knowledge of the functions, goals, objectives, and work processes pertinent to conducting Combatant Command and Bi-national Command training exercises. Skill in leading exercise planning events, negotiating and defending ideas and concepts, and building consensus among teams comprised of participants from multiple agencies, organizations, and nations.

3. Knowledge of current military law, Canadian and U.S. national strategies, national response framework, joint plans, policies, plans and guidance, and joint staff processes for both Canada and the U.S. Skill in managing multiple programs, projects, studies, and processes simultaneously and accurately.

4. Skill in applying Joint Training System concepts to meet exercise and training objectives and reporting responsibilities

5. Knowledge of crisis response processes, crisis action plans, battle staff and contingency organizations, and the command and controls systems required for operations. Ability to communicate effectively, both orally and in writing; articulate complex issues; and maintain good working relationships

6. Knowledge of foreign disclosure policy and procedures, security policies and procedures, and all other information related to information security and operations security. Skills in the preparation of broad and difficult comprehensive management studies to propose solutions to challenging management problems.

Requests for RA for the USA Hire Competency Based Assessments and appropriate supporting documentation for RA must be received prior to starting the USA Hire Competency Based Assessments. Decisions on requests for RA are made on a case-by-case basis. If you meet the minimum qualifications of the position, after notification of the adjudication of your request, you will receive an email invitation to complete the USA Hire Competency Based Assessments, based on your adjudication decision. You must complete all assessments within 48 hours of receiving the URL to access the USA Hire Competency Based Assessments, if you received the link after the close of the announcement. How to Apply

Please read the entire announcement and all instructions before starting the application. To apply and be considered for this position, you must complete all required questionnaires, assessments and submit all required documentation as specified in the How to Apply and Required Documents section.   1. Click the Apply Online button.
  2. Answer the questions presented in the application and attach all necessary supporting documentation.
  3. Click the Submit Application button prior to 11:59PM (ET) on the announcement closing date, 09/26/2024.
  4. If you are required to complete any USA Hire Assessments, you will be notified after submitting your application. The notification will be provided in your application submission screen and via email. The notification will include your unique assessment access link to the USA Hire system and the completion deadline. Additionally, in USAJOBs you can click "Track this application" to return to your assessment completion notice.
  5. Access USA Hire using your unique assessment link. Access is granted through your USAJOBS login credentials.
  6. Review all instructions prior to beginning your Assessments. You will have the opportunity to request a testing accommodation before beginning the assessments should you have a disability covered under the Rehabilitation Act of 1973 as amended.
  7. Set aside at least 3 hours to take the USA Hire assessments; however, most applicants complete the assessments in less time. If you need to stop the assessments and continue later, you can re-use your unique assessment link.
  8. Your responses to the USA Hire Assessments will be reused for one year (in most cases) from the date you complete an assessment. If future applications you submit require completion of the same assessments, your responses will be automatically reused.
