Job Duties

The Virginia Department of Housing and Community Development (DHCD) seeks a collaborative and innovative team player to serve as the Policy and Legislative Services Coordinator.

DHCD's Policy and Legislative Services (PLS) office supports agency strategic initiatives, DHCD boards, and the Commission on Local Government. The PLS office develops and leads the legislative and regulatory processes for the agency; conducts legislative studies; prepares and reviews agency reports and recommendations; and conducts program evaluations. Through internal and external collaboration and coordination, the PLS office serves a critical role in the development and implementation of polices established by legislative and executive branch actions that shape the environment for construction, community and economic development, and housing within the Commonwealth.

The PLS Coordinator provides executive level services to the PLS Director and supports the staff of the PLS Office. The selected individual will serve as office manager, ensuring that administrative functions, office management, logistical arrangements and fiscal and procurement activities are carried out. The PLS Coordinator will independently manage daily operations and activities to support the PLS Office by reviewing, drafting, summarizing, prioritizing, and expediting daily issues that require the PLS Director's review or response. Duties include serving as the coordinator for agency-related constituent inquiries; providing administrative and logistical support for studies, reports, and programs assigned to the PLS Office; conducting policy and legal research; and frequent communication with the Office of the Secretary of Commerce and Trade, Governor's office, and legislators.

Minimum Qualifications

• Skill in performing moderate to complex administrative and program support duties including preparing agendas and minutes.
• Strong skills in using a PC and various presentation, word processing, desktop publishing, and spreadsheet software including Microsoft Office Suite, and in using technology to manage shared file directories, tasks, and deadlines.
• Ability to develop and execute processes to support and track various reports, studies, and other projects, as well as tracking through the executive branch review process.
• Ability to compose clear, concise, and grammatically correct documents including memorandums, forms, letters, and reports.
• Demonstrated ability to effectively communicate orally and in writing while building impactful working relationships with diverse populations, team members, public interest groups, officials, and stakeholders.
• Ability to maintain discretion when handling confidential and sensitive matters.
• Ability to independently identify and prioritize problems and make improvements related to a variety of distinct processes.
• Experience managing schedules, coordinating meeting arrangements, site logistics, and making travel arrangements.
• Work experience and proficiency in Microsoft Office suite (including Word, Excel, PowerPoint, Outlook) to create reports, draft documents and create presentations.

Additional Considerations

• Knowledge of Virginia and federal regulatory and legislative processes.
• Knowledge of the Freedom of Information Act (FOIA).
• Experience in finance, policy, board support, or regulation/legislation.
• Experience as assistant to executive level director performing professional office support duties.
• Experience with board administration and coordination.
