Summary

This position is located in the Division of Administration, Headquarter office of the Federal Deposit Insurance Corporation and provides support in the areas of planning, organizing and directing a program supporting all phases of the contracting process.

Duties

  • Serves as the Contracting Officer for projects of the most complex or sensitive nature from preparation and issuance of appropriate pre-solicitation to contract administration documentation.
  • Assures compliance with acquisition policies and procedures, related laws and regulations, internal policies, circulars and directives that impact the procurement process and sound business practices.
  • Directs a full range of contract administration actions required for the acquisition program, including but not limited to, conducting debriefings and post-award conferences, the issuance of contract modifications, negotiations of changes, monitoring contractor performance, resolution of contractor delays and all other contract administration activities in accordance with acquisition policies and procedures.
  • Provides review and comments on draft policies and procedures or other internal guidance.
  • Develops recommendations for improved acquisition processes and procedures in providing client support.
  • Responsible for completion of standard and non-standard reports for the collection and assimilation of management data as required and for support of file review and analysis supporting OIG, GAO or other internal reviews.
  • Prepares and makes presentations and briefings involving a wide range of matters, procedures or issues involving acquisition management and procurement activities.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Basic Requirement:

  1. At least 4-years of experience in contracting or related positions. At least one year of that experience must have been specialized experience equivalent to the grade 13, or higher, in the Federal service as defined below; and
  2. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of accounting, business, finance law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; OR
  3. EXCEPTION: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade


In addition to meeting the Basic Requirement listed above, Applicant must also meet the specialized Experience listed below:

Specialized Experience: To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG/GS-13 grade level or above in the Federal service. Specialized experience is defined as directing and managing acquisition activities in support of agency-wide contract and procurement programs, including administration of contract and procurement actions.

Selectee(s) for this position will be required to report to their duty station office at least 1 day per pay period beginning January 2, 2024, and at their supervisor's direction to support mission and project needs. In person reporting requirements are expected to increase in July 2024.

The range of pay shown includes base pay plus supplemental locality adjustments. The locality rates for these duty locations range from a low of 26.91% to a high of 33.41%.   3. Skill in negotiating techniques to develop strategies, complete acquisitions, and in directing or performing post-award negotiations involving contract changes or modifications.
  4. Knowledge of budget and related disciplines and functions involved in the acquisition process.
  5. Skill to communicate orally to make presentations related to acquisition and procurement
  6. Skill to communicate in writing to develop and prepare materials related to acquisition and procurement activities.
