Position Summary/Essential Duties:

This role will oversee maternal value based care initiatives to improve maternal and birth outcomes with a specific focus on UH Physician Directed Payment Program which is designed to preserve and promote access to medical services for Medicaid beneficiaries and underserved populations. This role will work with multiple teams and stakeholders throughout MacDonald and Rainbow and the UH system to monitor the maternal and birth outcomes evaluation plan inclusive of metrics, baselines a nd improvement targets. This role is focused on the achievement of project success and traceability of the project goals while managing conflict between projects.

Clinical Performance Improvement & Quality : working with local and system leadership to improve clinical performance and implementing needed changes to improve care and outcomes. Collaborates with quality and safety leadership to improve value-based outcomes and improve Mac/RBC/system performance in value-based care programs. Partners with leadership to assess gaps, design and implement best practices, to redesign work flows, and to evaluate progress toward stated goals.

  • Collaborates with Quality Ieaders and organizational leadership to implement annual Quality/Risk/Patient Safety plan and develops a work plan related to system performance improvement activities.
  • Collaborates to develop and communicate an annual work plan for quality and performance improvement, inclusive of value-based care initiatives and innovation strategies
  • Monitors compliance with work plan relative to quality and performance improvement.
  • Ensures hospital and population-based processes exist for identification and management of system performance improvement priorities.
  • Leads performance improvement activities related to organizational goals and performance opportunities.
  • Utilizes data analytics and performance improvement tools and methodologies as part of overall project management initiative.
  • Develops and oversee an educational program that expands staff knowledge on aforementioned performance improvement tools.
  • Collaborate with other Principal Project Managers.

Clinical Risk Management / Patient Safety : working with local and system leadership to improve safety and mitigate risks to the organization, and implementing needed changes to mitigate those risks. Partners with leadership to assess gaps, design and implement best practices, to redesign work flows, and to evaluate progress toward stated goals.

  • Leads an effective program to identify and mitigate clinical risk and reduce patient harm.
  • Collaborates with Quality and Safety leaders and organizational leadership to implement annual Quality/Risk/Patient Safety plan and work plan as it impacts Clinical Risk Management and Patient Safety.
  • Ensures hospital processes exist for identification and mitigation of adverse outcomes, patient safety events, and action items.
  • Coordinates with UH Legal Department to assure risk management and patient safety issues are addressed system-wide in a consistent, standardized manner.
  • Leads performance improvement activities related to patient safety and reduction of adverse events and monitors, measures and assists in driving iterative improvements across MacDonald/Rainbow related maternal populations.
  • Develops and ensures implementation of an effective Patient Safety/Zero Harm/Learning from Defects Program.
  • Guides execution of Learning from Defects and Root Cause Analysis processes to promote learning and reduction of repeat adverse events.
  • Collaborate with other Principal Project Managers.

Accreditation & Regulatory Readiness : working with local and system leadership to improve systems and processes that impacts compliance with high-risk standards/regulations. Partners with leadership to assess gaps, design and implement best practices, to redesign work flows, and to evaluate progress toward stated goals.

• Maintains on-going accreditation readiness for assigned MacDonald and Rainbow.

• Educates staff on the latest evidenced-based practices, regulatory and accreditation changes.

• Develops and maintains an on-going audit process.

• Identifies areas of high-risk and maintains consistent and regular audits of those areas.

• Develops and maintains a team of experts for high risk areas to perform readiness assessments.

• Oversees the writing of responses to the accrediting bodies.

• Maintains a calendar that identifies accreditation activity for assigned entity (ies).

• Develops and oversees an educational process that expands knowledge and compliance using a lesson-learned approach.

• Collaborates with other Principal Project Managers.

Infection Prevention : working with local and system leadership to prevent and control the spread of infections, and develops proactive performance improvement activities to reduce the incidences of hospital acquired infections. Partners with leadership to assess gaps, design and implement best practices, to redesign work flows, and to evaluate progress toward stated goals.

• Identifies and implements performance improvement activities for high-risk infection control processes.

• Creates and implements a consistent infection prevention model for the system.

• Educates staff on the latest evidenced-based practices, related to infection prevention standards.

• Develops and maintains a team of experts for high risk infection prevention related measures

• Collaborates with Quality and Safety leaders and organizational leadership to review and implement annual Infection Prevention plan and develop a work plan to impact current state infection prevention strategies.
  • Collaborates to develop and communicate an annual work plan for Infection Prevention.
  • Monitors compliance with work plan relative to Infection Prevention.

• Works to assist with national reporting requirements and database management (i.e., NHSN).

• Develops and oversees an educational process that expands knowledge and compliance using a lesson-learned approach.

• Collaborates with other Principal Project Managers.

Project Management Responsibilities

In addition, this role is directly responsible for leading the scope definition, kickoff, design, construct / planning, execution and conclusion stages of multiple small to medium scale projects, related to the assigned functional area.

• Provides subject matter expertise in areas including project scope definition, risk identification, project methodology, resource allocation, facilitation, and other areas of expertise based on established project management techniques.

• Compiles, reviews and prepares report outs to management on project updates, project cycle, and expected results.

• Ensures projects are completed on time, in scope and within budget (as applicable).

• Consults with stakeholders to ensure alignment and understanding of program / project scope and objectives with the organization's strategic objectives and the Voice of the Customer.

• Raises awareness of any misalignment or misunderstanding of project scope and objectives with applicable stakeholders.

• Identifies duration, effort, sequence and ongoing evaluation of project tasks required to meet applicable objectives.

• Provides education related to new and ongoing projects, including preparation of training materials.

• Documents and implement project communication plans.

• Analyzes and investigates project delays.

• Provides explanations and interpretations within area of expertise.

Stakeholders

  • Manages and builds customers relationships at the Director and Senior Leadership level at MacDonald and Rainbow and throughout the system.

Development and presentation of executive level status reports, dashboard and meetings

Qualifications:
Education: Bachelor's degree in Business, Nursing, Healthcare Administration, or related field required. Master's degree preferred

Required Credentials, License, and / or Certifications:

Two of the four criteria below upon hire or within 3 years of hire:

1. RN licensure

2. Advanced specialty certification in related functional area or evidence of planned completion of a related specialty certification (i.e., CPHRM, CPHQ, CSP, CIC)

3. Project Management Professional Certification

4. Lean Six Sigma Yellow or Green Belt certification

Experience & Knowledge:

1. Minimum 5 - 10 years' experience in roles with increasing responsibility in quality, patient safety, risk management, accreditation, or similar area of acute clinical setting

2. 2+ years of project management experience (strongly preferred)

3. Experience in a large and complex multi-site healthcare system (strongly preferred)

4. Experience in Quality Improvement tools, trends and measures

5. Well-developed consultative, coaching and influencing skills

6. Ability to drive and lead strategy development and implementation in a fast paced environment

7. Excellent written and verbal communication/presentation skills

8. Excellent organizational and interpersonal skills

9. Experience analyzing data sets

Special Skills & Equipment Knowledge:

1. Skilled with suite of Microsoft Office tools (Excel, Word, PowerPoint) required

2. Experience with Microsoft Project preferred

3. Ability to work independently

4. Extensive local travel required
