Who We Are:

The Ohio Facilities Construction Commission (OFCC) oversees capital projects undertaken by state agencies and state-supported institutions of higher education; manages Ohio's school facility programs which provide support for the construction and renovation of public K-12 schools; and administers the funding for community-based cultural and sports facilities projects.

The Commission sets uniform rules, procedures, and standardized documents for state construction under Chapter 153.

The legislature established the Commission in 2012 with the merger of the Ohio School Facilities Commission (OSFC) and the former Office of State Architect. In 2013, the Commission undertook oversight of the cultural facilities grants program. In 2017, the legislature further folded all OSFC duties and responsibilities into the Commission, thereby consolidating guidance and oversight for its various programs into one entity.

In 2021, the Commission celebrated 100 years of public construction in Buckeye State.

What We Do:

What You'll Do:

- Under the direction of the procurement administrator, supports construction procurement functions of the agency

- Assists with evaluation, selection, and award of contracts for professional design, consulting, and construction services

- Supports procurement advertising and solicitation process; serves on evaluation teams for shortlisting, interviewing, and selecting firms

- Supports contract negotiations

- Provides support, training, and outreach to staff and external customers on procurement issues
  • Including reviews with the quality construction team on proposed contractor and subcontractor lists
- Provides support to Projects and Legal teams for debriefs, protests, and public records related to procurement

- Reviews and provides recommendations on contract forms and templates

- Serves as a secondary agency representative for the DAS Requisite Program

- Coordinates with appropriate staff to grant waivers or reject requests in Ohio Buys

- Assumes procurement administrator tasks and responsibilities during supervisor absences.

- Manages procurement analytics and tracking; stays current and utilizes agency information technology and data tools that support the procurement function, including OAKS-CI, Bid Express, Ohio Buys, and the agency website

- Manages bid tracking and procurement award tracking tools

- Manages vendor performance evaluation database and process

- Assists staff with consultant list reservations and agreements in OAKS-CI

- Responsible for managing the agency's compliance with the State of Ohio's Encouraging Diversity, Growth, and Equity (EDGE) program on construction contracts

- Develops and maintains EDGE policies and procedures, assists and advises agency staff and consultants on policies and procedures critical to compliance with EDGE program standards

- Responds verbally and in writing to inquiries from staff, consultants, and contractors concerning OFCC's program requirements, procedures & guidelines

- Gathers and analyzes data and other information to identify appropriate EDGE compliance goals, reports statistical data and other information related to EDGE compliance on construction contracts, and analyzes OFCC's progress toward EDGE goal attainment

- Works with Agency Legal Staff and other appropriate agency staff to determine contractor compliance with Good Faith Effort and issues waivers or partial waivers of EDGE participation

- Participates in pre-bid meetings as necessary to explain EDGE requirements; plans and participates in EDGE training seminars and provides small & developing businesses with program information

- Provides outreach to small & disadvantaged businesses to advise them of contracting opportunities

- Supports the Program Services section and performs other duties as assigned. Some travel is required for this position.

Maternity Benefits Available to Enrolled State Employees

The State of Ohio is expanding maternity health care benefits available to state employees enrolled in the Ohio Med PPO and Ohio Med NN (narrow network) medical plan options. Several prenatal, childbirth, and post-childbirth services will be provided at no out-of-pocket cost to employees utilizing network providers.

Examples of services now covered by network providers at 100% include:

Prenatal care, including physician visits and examinations.

Home health care services are designated as maternity care (for expectant members on bed rest).

Inpatient claims for all types of delivery.

Inpatient NICU claims, from birth through discharge.

Postpartum care, including office visits for follow-up, and procedures/treatments directly related to maternity.

Medications prescribed for both antepartum and postpartum conditions (e.g., morning sickness, postpartum depression). Medical services provided by non-network providers will be processed at the applicable coinsurance, deductible, and out-of-pocket limits.

Prescription drugs that are directly related to maternity care will be covered with no copay. The State of Ohio has collaborated with the prescription drug third-party administrator (OptumRx) to provide a list of covered medications that can be approved for zero copays via prior authorization from providers.

Qualifications

Any combination of training, education, and experience equivalent to graduation from an accredited college or university with a bachelor's degree in Purchasing, Supply Chain Management, Public or Business Administration, or a related field.

4+ years of professional-level experience involving the acquisition of equipment, supplies, services, and commodities for a government agency (preferably municipal) or private company with a substantial purchasing program involving a competitive bidding and negotiation process.

2+ years with small business programs: disadvantaged programs preferred, like EDGE or DBE, but it could also be small business loan or grant programs
