This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Note: If there is a viable promotion list (three acceptors) for this position, candidates who qualify for transfer under Section 70.4 or are applying under the NY HELPS or 55 b/c programs cannot be considered.

Minimum qualifications (provided for transfer under Section 70.4 or applicants seeking to apply under the NY HELPS or 55 b/c programs):

A New York State Professional Engineer's license and current registration AND either a qualifying bachelor's degree as listed below OR one year of full-time qualifying engineering experience as listed below.

Qualifying degrees: Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Electrical Engineering, Electrical Engineering Technology, Electrical Power Engineering, Environmental Engineering, Environmental Engineering Technology, Environmental Design Engineering, Environmental Resources Engineering, Environmental Systems Engineering, Forest Engineering, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Mechanical Engineering, Mechanical Engineering Technology, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.
Qualifying experience: One year of full-time engineering experience in the design and construction of parks, roads, bridges, recreational facilities, water and/or wastewater treatment facilities, OR One year of full-time engineering experience with transportation projects related to highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and safety systems.

Duties Description Duties/Responsibilities:

1. SPDES Permit Development and Oversight - Manage assigned SPDES facilities including several major municipal and complex industrial SPDES permits. Stormwater coordinator for Chemung County including all construction stormwater, MS4, and MSGP permits. Responsible for all PCI facilities in Chemung County and other locations as assigned. Review permit applications and draft permits prepared by Central Office staff. Provide permit interpretation assistance to permittees when needed. Update EBPS scores for facilities as requested. Coordinate enforcement with the Central Office WICSS Coordinator. Process and initiate informal and formal enforcement actions as needed.
Write and modify permits for regional facilities as required;

2. Inspections - Perform inspections at assigned facilities or at the request of the RWE. Ensure compliance with SPDES permit, document inspection findings, and complete inspection reports;

3. Flood Plain Management - Conduct Community Assistance Visits (CAVs) and Community Assistance Contacts (CACs) for the National Flood Insurance Protection (NFIP) program. Complete all CAVs as required by the Federal Grant. Stay current with NFIP training and respond to inquiries and complaints related to the NFIP program;

4. Engineering Report and Plan Review - Complete construction drawing and design report/plan reviews for assigned facilities and for other facilities by the RWE. Complete reviews of sanitary
sewer extensions. Continue to use applicable standards and coordinate with water program to determine readiness for plan approval. Approve plans and specifications where applicable. Review payment applications as needed for WQIP grants;

5. Special Projects/FOIL Request Review - Perform special assignments at the direction of the RWE; Participate in Flood Emergency training and response; Project Manager for the Consolidated Chemung County WWTP project; assist with RIBS sampling when requested; conduct complaint investigations;
and provide FOIL reviews of delegated files as required. Update the Chesapeake Bay coordinator on compliance with SPDES permit limits when requested and track all inspections in the Chesapeake Bay watershed.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
