The Ohio Department of Health supports a hybrid teleworking model. This position may work a hybrid schedule at the discretion of the manager or supervisor, which will require occasional attendance in the office for training, meetings and other operational needs. Employees must reside within a reasonable distance to their assigned headquarters for compliance with workplace reporting requirements.

The Center of Public Health Excellence brings together the Offices of Public Health Practice, Health Opportunity, and Resources and Grant Development to support Ohio's Local Health Departments, lead Public Health Accreditation and Ohio's Health Improvement Plan activities, address health equity across Ohio's public health system, and identify funding opportunities to support programs at the State and Local level.

What You'll Do:

As part of ODH's Center of Public Health Excellence, the Program Administrator 3 will provide program direction , conduct public health program evaluations using CDC framework, and serve as the Department Performance Manager. This position will develop, organize, and ensure overall implementation of the statewide public health performance management system within ODH. Additional duties include:
  • Develop policies and procedures related to performance management and evaluation.
  • Assure alignment of all statewide health and agency performance measures and metrics to assess programs on key plans and objectives.
  • Coordinate representatives of ODH and local agencies to identify performance and evaluation measures, implement/track metrics that are aligned with priorities/strategies.
  • Develop strategies to improve performance of agency programs using the Results Based Accountability performance management framework and evidence based public health interventions.
  • Provide training and technical assistance to agency programs to support development of appropriate public health evaluation metrics and strategies.
  • Guide development of scorecards to demonstrate progress toward health priorities; monitor/track efforts using reports (e.g., Excel), systems (e.g., Clear Impact), and performance management framework (e.g., Results Based Accountability).
  • Provide training to internal and external stakeholders on the use of performance management systems (e.g., Clear Impact) and framework (e.g., Results Based Accountability).
  • Assist in the analysis of assessment data & reviews interpretation of collected information.
  • Prepare & direct preparation of correspondence, reports, policy statements, legislative draft.
  • Oversee & provide budget preparation & administration for performance management projects, work in collaboration with agency policy and budget staff to identify and track performance of agency priority projects.

Qualifications
5 yrs. trg. or 5 yrs. exp. in business administration, management or public administration.

OR

Completion of undergraduate core program in business administration, management or public administration; 36 mos. trg. or 36 mos. exp. in supervisory, administrative &/or managerial position.

OR

Completion of undergraduate core program for academic field of study commensurate with program area to be assigned per approved Position Description on File; 36 mos. trg. or 36 mos. exp. in supervisory, administrative, managerial &/or staff position involving planning, research &/or policy/procedure development.

OR

1 yr. exp. as Program Administrator 2, 63123.

OR

Equivalent of Minimum Class Qualifications For Employment noted above.
