Our California Active Consulting team in LA County, CA is currently recruiting for a Program Director to direct Benchmark’s contracted participation in providing Active Consulting services and serve as the Company’s California liaison with service providers, Regional Center(s), and State of California Department of Developmental Services (DDS). The Program Director will also supervise the Active Consulting Team to conduct crisis interventions, develop and conduct training initiatives, initiate collaborative relationships, and conduct data-based project analyses.

Essential Functions and Responsibilities:
  • Provide clinical and programmatic supervision to Benchmark staff.
  • Participate in Benchmark corporate training and initiatives.
  • Coordinate with Regional Center’s management team, IDD and Behavioral Health provider members, and CA DDS for the successful operation of the Active Consulting Team.
  • Develop and implement plans to meet all contract deliverables, outcome measures, credentialing/licensing requirements, program and organization goals.
  • Produce data-based reports and associated documentation on a monthly, quarterly, annual and ad hoc basis as requested for internal and external stakeholders.
  • Ensure program is properly staffed to respond 24/7/365 and that staff time and attendance records are completed correctly and timely.
  • Coordinate the development of an annual project training plan for Regional Center IDD provider members and staff, including a long-term strategy to increase clinical staff capacity of providers.
  • Coordinate clinical, programmatic and systemic recommendations and training delivered to participating provider members.
  • Report any suspected abuse, neglect or exploitation to supervisor or department director and to appropriate state authorities as required by state rules and regulations.
  • Comply with all organization standards to assure the health, safety, and confidentiality of all individuals.
  • Serve as an active member of the Active Consulting Team.
  • Provide professional guidance and project management oversight to the Active Consulting Team.
  • Provide ongoing supervision, including performance evaluations, of Active Consulting staff, in support of staff meeting and exceeding individual and programmatic performance goals

Knowledge, Skills and Abilities:
  • Knowledge of human services administration, budget management, behavioral health systems of care, and Medicaid funded Long Term Services and Supports to persons with IDD.
  • Knowledge of telehealth and similar virtual strategies to assist delivery of clinical and therapeutic services.
  • Knowledge of California Department of Human Services (DHS) Community Provider regulations and standards.
  • Knowledge of health care privacy and confidentiality rules.
  • Knowledge of Person-Centered care and support for individuals with intellectual/developmental disabilities and/or co-existing mental health diagnoses, and trauma informed service delivery

Qualifications:

Minimum:
  • Masters or post graduate degree; preferably in a human services related field of study with two years post graduate experience;
  • Three years of supervisory and program administration experience in IDD or Behavioral Health service delivery;
  • Working knowledge of the California DDS and MHSD and Regional Center service system;
  • Current certification in a crisis de-escalation methodology, i.e., CPI;
  • Meet criteria to maintain professional license (if applicable)
  • Valid BLS CPR and basic First Aid certification;
  • Must be computer literate;
  • Valid driver’s license and auto insurance

Preferred:
  • Fluent bilingual speaker in one or more of the following languages: (English/Spanish; English/Mandarin; English/Korean; English/Tagalog).
  • Five or more years’ experience working with individuals with IDD and behavioral health diagnoses and are experiencing a crisis situation.
  • Proven experience as a senior level clinical supervisor or administrator of a human services agency, either public or private
