Summary

This position is part of the U.S. International Development Finance Corporation. The position serves as the Agency's Independent Accountability Mechanism Service Delivery Manager reporting to the Director, Office of Accountability (OOA). The incumbent provides senior level support to the Director, OOA in support of compliance with Agency's governing statutes, policies and procedures related to environmental protection, social impacts, worker rights and human rights.

Duties

  • This position serves as the Agency's Independent Accountability Mechanism (IAM) Service Delivery Manager.
  • Represents the Director, Office of Accountability (OOA) and manages the intake of requests for independent accountability mechanism services (IAM), conducts eligibility determinations, manages delivery of problem solving or mediation services, supported by external consultants, as needed, conducts compliance assessment and investigations, monitors action plans emerging from OOA's activities, and contributes to advisory services and outreach activities.
  • Represents the Director, OOA and works with key DFC personnel to deal with problem-solving and compliance review requests.
  • Develops, implements, and improves policy, standards, guidance, and direction regarding IAM service delivery.
  • The incumbent leads the use of advanced analytical techniques to define, quantify, and evaluate the feasibility of assigned projects, studies or problems.
  • Conducts complex, major developmental studies that are unique, difficult to define, and require unconventional approaches.
  • Leads special projects at the request of the Director, OOA.

Qualifications

Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement.

TIME-IN-GRADE
: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

You may qualify at the GS-14 level, if you fulfill the following qualification requirements: One year of specialized experience equivalent to the GS-13 grade level in the Federal service which includes application of environmental and social standards used by development and/or multilateral financial institutions, evaluating concerns, complaints, or conflicts about social and environmental aspects, such as nature-based solutions, land acquisitions, indigenous people or cultural heritage associated with investment projects in developing countries, and engaging with senior government officials or Congressional staff.

Note: Education is not substitutional at this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
