Summary

This position is located in the Business Intergration and Customer Success, Office of the Chief Information Officer (OCIO), Under Secretary for Finance and Administration/Chief Financial Officer. SI is a diverse museum and research complex dedicated to the increase and diffusion of knowledge. SI's information technology needs are provided by OCIO.

Duties

The IT Program Manager is the Director of Business Integration and Customer Success, a division providing project management support, requirements development and technical communications services.

In this position, you will:

  • Serve as the Director of the Business Integration and Customer Success Program within OCIO and serve as an advisor to the CIO on the development of appropriate IT enterprise applications and technologies to support the Institution.

  • Oversee the Technology Review Board function, which works with the units to evaluate the progress of each major Smithsonian IT project and assesses the quality of project deliverables. Its primary objectives are to improve the overall level of project success, system quality, and productivity and to ensure that risk is reduced to an acceptable level by completing assessments at key project milestones.

  • Lead major enterprise application deployments and functionality championed and supported by OCIO such as Microsoft Office365 and ServiceNow and work collaboratively with Smithsonian units to ensure a smooth transition for enterprise technologies.

  • Serve as the in-house point of contact for SI in the development of new enterprise technologies as well as all technologies requiring Technical Review Board review. Provide central, internal communication and coordination on matters of funding, training, contracts, networking tools, and pan-Institutional exchange of information regarding enterprise technology efforts.

  • Prepare technical specifications, statements of work, task orders, requirements initiatives and other acquisition related documentation necessary to effectively obtain and manage contractor supported activities.

Qualifications

Experience: You qualify for this position if you have one year of specialized experience equivalent to at least the GS-14 level in the Federal Service. For this position, specialized experience includes leading, implementing and managing IT full life cycle projects and enterprise application deployments for systems supporting more than one thousand users including first-time production implementation, and oversees Technology Review Board functions.

In addition to meeting the Specialized Experience for all positions individuals must have related experience demonstrating each of the four competencies listed below:

  1. Attention to Detail: Is thorough when performing work and conscientious about attending to detail.

Customer Service: Anticipates and meets the needs of both internal and external business partners and customers (any individuals who use or receive the services or products that your work unity produces including the general public, individuals who work in the agency, other agencies, or organizations outside the Government).   3. Oral Communication: Makes clear and convincing oral presentations to individuals and groups. Listens effectively; clarifies information, as needed. Speaks and writes in a clear, concise, organized, and convincing manner that is appropriate to the audience. Facilitates an open exchange of ideas to ensure all group input is considered. Handles technical, sensitive, or controversial topics with agility involving executives/managers as appropriate.
  4. Problem Solving: Identifies and analyzes problems, weighs relevance and accuracy of information, generates and evaluates alternative solutions, and makes sound recommendations.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Part-time and/or unpaid experience related to this position will be considered to determine the total number of years and months of experience. Be sure to note the number of paid or unpaid hours worked each week.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

  2. Mastery of full life cycle software development and agile techniques, including the ability to provide technical direction and leadership in the conceptual analysis, design, development, maintenance, and enhancement of an organization's systems sufficient to enable the incumbent to manage the staff responsible for the Technical Review Board Process.
  3. Ability to manage platform services strategy, planning, implementation, deployment, and training for enterprise applications (with 3000 or more end users), gained through work experience.
  4. Ability to communicate orally.
  5. Ability to communicate in writing.
