Summary

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a PROGRAM MANAGER (STRATEGIC PLANS AND TRAINING OFFICER), Position Description Number PDD1890P01 and is part of the WY Joint Operations Center, Wyoming Army National Guard.

This is a Title 32 Dual Status Technician Excepted Service position. Military affiliation is required.

Duties

This position is located in the Joint Force Headquarters-State (JFHQ-State), Strategic Plans and Training Directorate (J-5/7).

The primary purpose of this position is to serve as the Officer over Strategic Plans and Training for the JFHQ-State. The incumbent is responsible for strategic planning for current and future military strategies, developing joint integration plans, joint training joint Professional Military Education and exercise programs, and to develop the action plans to implement approved joint strategies for the department. Provides information, analysis, guidance, and recommendations on matters regarding joint policy and joint force development; supporting strategic planning; execution of National Guard positions regarding international affairs issues; joint doctrine; professional development; joint training exercises; and assessment. Serves as the primary advisor to the Adjutant General and the Chief of the Joint Staff for the formulation of strategic plans, policies, international affairs, joint training, and force development.

KEY REQUIREMENTS:

Primary consideration will be given to current WY ARNG military members.

Provide last three OERs, Performance appraisals or Ltr of Recommendation in lieu of three.

Must submit ORB or DA Fm 2-1 with application.

May be required to successfully complete a trial/probationary period.

Federal employment suitability as determined by a background investigation.

Recruitment/Relocation Incentive MAY BE authorized, if eligible. Subject to funding and TAG approval.

PCS is not authorized in lieu of incentives.

EMPLOYMENT CONDITIONS & NOTES:

Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT).

Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses. Acceptance of a Technician position over 180 days will result in suspension or termination of these military incentives. Military Technicians in the excepted service will wear the appropriate uniform while performing as a Technician.

1. Must be able to obtain and maintain the appropriate security clearance of the position (Tier 3/Secret).

2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

AREAS OF CONSIDERATION:

Primary consideration will be made from Areas 1, 2 and 4. If referrals are not made from the target category, subsequent referrals may next be made from Area 6 (if eligible).

Area 1: All permanent and indefinite Wyoming Army National Guard (WY ARNG) employees assigned to the Joint Operations Center (JOC)

Area 2: All permanent and indefinite WY ARNG T32 Dual Status technicians employed within the Wyoming Army National Guard.

Area 4: All current M-day soldiers of the WY ARNG.

Area 6: Current military members of the US Army, Army Reserves, or other states' Army National Guard units or prior service members of one of those military branches. Must be willing/eligible to join the Wyoming Army National Guard as a military member prior to appointment to position.

MINIMUM REQUIREMENTS:

Must possess experience, education, or training in managing or directing, one or more programs, including appropriate supporting service organizations. Supervisory, managerial, professional, or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE:

Must possess at least 12 months experience equivalent to the next lower grade (GS-11). Specialized experience includes analyzing problems, identifying significant factors, gathering pertinent data, and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions.

Thorough knowledge of DoD, Joint Staff, National Guard Bureau (NGB), Department of the Army (DA), Department of the Air Force, Army and Air NG strategic planning systems and procedures; active duty and reserve component forces in and around the state; and interface with other commands to develop, update, coordinate and implement long-range strategic plans, master plans, and programs.

Knowledge of the policies, requirements, and procedures in order to analyze and determine the NG's short, mid, and long-range strategic plans and policies requirements regarding warfighting, theater security cooperation, international relations, federal and state homeland security, and civil support missions.

Knowledge of and skill in planning and coordinating joint exercises, in order to facilitate joint and interagency operations. Coordination is with NG, Reserves, or active-duty components within the state or in neighboring states.

Knowledge of and skill in planning, conducting, and evaluating Joint Staff professional and technical training programs.

Knowledge of policies and requirements for the development and analysis of the State long-range force integration plan in order to integrate new doctrine and force structure while still maintaining acceptable readiness levels.

Knowledge of automated data systems to maintain information.
