The Senior Program Manager will provide key personnel support the planning, execution and the delivery of both the technical and business goals of the client and Jacobs. In this exciting, highly interactive client facing support role, the Program Manager will be responsible for formulating and enforcing work standards, assigning contractor schedules, reviewing work discrepancies, supervising Contractor personnel and communicating policies, purposes, and goals of the organization to subordinates.

Responsibilities:
  • Responsible for the delivery of services to the client as agreed to (by contract, SLA, by task order, etc)
  • Responsible for the personnel and technical management of all tasks which includes insuring that the full range of program resources are available and made available to perform the required tasks.
  • Provide Quality Control Plan for all relevant requirements.
  • Provide frequent periodic reports on the status of the contractor staffing. Provide management oversight of all contract personnel and ensure high quality and acceptable task completion and deliverables from contract personnel in compliance with the program requirements.
  • Performing day-to-day management of the program and develop long-term and strategic objectives to ensure that end user requirements will be satisfied in future years of the contract.
  • Performing horizontal integration planning, and interface with other functional areas, ensuring that technical solutions and schedules are implemented in a timely manner
  • Ensures technical solutions and schedules are implemented in a timely manner. Provides
    supervision, training, and direction to contract staff, single point of contact for non-routine to moderately complex installation projects for communication networks.
  • Accountable for meeting contractual performance criteria and due dates during service delivery, and successful overall project completion.
  • Coordinates activities in support of program managers and teams that support the provisioning, design, installation, maintenance, and billing of services.
  • Tracks and monitors service orders through completion and turn-up.
  • Prepares deliverables (e.g. status reports, order information, open issues). Works in a team environment.

  • Demonstrated experience successfully managing disparately located personnel.
  • Demonstrated, recent experience managing programs with complex requirements.
  • Demonstrated, recent experience managing a program delivering IT capabilities and solutions in production, while transitioning to modem and/or efficient technology solutions.
  • Demonstrated experience managing cost, schedule, and budget of contract against mission requirements and prioritization

Clearance Required:
  • Active TS/SCI with Poly

Minimum Education:
Bachelor's degree in a relevant discipline. Equivalent experience may be substituted for a Bachelor's Degree to meet the educational requirement.
  • Allowable Substitutions
  • A Master's degree in a relevant field will meet the educational requirement in the event a Bachelor's Degree is not in a relevant field.
  • The Senior Skill Level requires 12+ years of relevant experience if experience is referenced in lieu of a Bachelor's Degree.

Minimum Years of Experience:
  • Eight (8) or more years of experience as a Program Manager on IT projects of comparable complexity and scope as the client's requirements.

Preferred:
  • Demonstrated recent experience managing cyber related programs delivering tactical technical operations solutions to numerous CONUS locations
  • Experience managing projects with dependencies across a wide range of technical elements.
  • PMP or ITIL Certification
