Job Description

The NYC Health + Hospitals, Division of Office of Facilities Development, Planning and Design Team seeks a Project Manager to assist in managing planning and design for the NYC H+H system. The ideal candidate will be an ambitious junior architect seeking to advance their knowledge of healthcare planning and architecture. This position is intended to engage in planning and design efforts to support all construction, renovation, restoration, and major repair programs at any facility associated with NYC H+H. As the Project Manager at NYC H+H, the selected candidate will work with the Director and Senior Director on all facility development projects activities. The Project Manager is responsible for assisting in the process to receive municipal and state approvals of documentation required for all facilities development efforts. The Project Manager is responsible for overseeing the adherence to applicable regulatory codes, including all regulatory standards, providing planning and design guidance throughout the project lifecycle. The Project Manager will also support leadership and will be required to develop concepts and plans for facility growth or change in service as well as capital upkeep and replacement. This individual will oversee necessary design, consultant and construction contracts to progress design and construction and ensure coordination with the various facilities.

General tasks and responsibilities will include:
  • Assist to manage the day-to-day operations of the design teams assigned to projects including in-house project managers, design consultants. Oversee projects through development of architectural and engineering design drawings, construction documents, and procurement. Assist project delivery teams with construction bid and award, construction RFPs, construction, and close out.
  • Participate in the construction process for new construction, major renovations, minor construction, and special projects. Interface with in-house and external architects and construction management firms and contractors as necessary.
  • Assist to coordinate with end users, senior management, and others on the project team to determine project goals and priorities. Review overall project scope of work and provide constructability and healthcare planning expertise.
  • Assist to review existing conditions noting utilization, adjacencies, square footages, and utilities and provide design review and support necessary for the proposed project.
  • Participate in Project Meetings (i.e. planning, scheduling, progress, coordination, constructability, biding and procurement, and construction meetings).
  • Assist in the development of project scope, budgets, and schedules.
  • Assist to review and approve construction documents prior to bidding for constructability issues and to ensure they meet NYC H+H standards.
  • Assist to ensure that pre-construction risk assessments including interim life safety measures and if necessary that infection control risk assessments are performed.
  • Coordinate design meetings with end users and consultants/ vendors.
  • Participate in FFE (fixtures, furniture, equipment) selection and procurement process.
  • Assist to review and approve all invoices and requests for change orders for design related scope.
  • Assist to ensure that Close Out of projects including coordinating punch lists with design team are completed.
  • Other duties as assigned and necessary during emergencies and/or disasters.


Minimum Qualifications

  1. A baccalaureate degree from an accredited college or university in engineering, architecture, construction management or in an approved related program; and
  2. Five years of responsible capital program implementation-related experience, including at least two years in administration, management, or expediting substantial phases of capital projects; and
  3. Ability to handle complex, allied, technical and commercial problems related to various project management functions with independent judgment, tact, and initiative.
  4. Related experience may be substituted on a basis of two years of experience to one year of education.
  5. Graduate education may be substituted for up to one year of experience.

YEARS OF EXPERIENCE:
  • At least 5 years of related experience in design and/or construction management with experience in healthcare clinics preferred and/or a combination of the following, sufficient to equal a total of six years of education and experience
  • Full-time satisfactory experience in planning, design and program development experience pertaining to meeting health needs, health care planning, design and program implementation, with at least three years of responsible level administrative experience coordinating the planning, design, and construction and commissioning. One year of acceptable experience will be credited for each year of construction management experience up to a maximum of five years.
  • Full-time satisfactory experience in building construction in one or more of the skilled building construction trades.
  • Education in an accredited college leading to a bachelor's degree in planning, architecture, engineering, or construction management will be credited on the basis of 30 credits for one year of acceptable experience up to a maximum of four years.
  • A New York State license as a professional engineer or registered architect or a license as a professional engineer or registered architect from a state that has reciprocity with New York State may be substituted for the four years of education and experience described above.

COMPUTER PROGRAMS/SOFTWARE:
  • Auto CAD/Revit.
  • Microsoft Word and Excel.

  • MS Project or similar (preferred)
  • Procore/E-builder or similar (preferred)
