Under the administrative direction of the Human Resources Chief (CEA-A), the Section Chief has overall responsibility for the Office of Human Resources (OHR) and its activities. Through subordinate managers and supervisors, the SSM II (Supervisory) has oversight for the Classification & Recruitment and Transactions & Disability Units, as well as the Appointment and Recruitment Specialist.

Working Conditions
The position is designated as Work Week Group E and is expected to work an average of 40 hours per week each year, and may be required to work specified hours based on the business needs of the office. The incumbent works in an office setting, with artificial light and temperature control. Daily access to and use of a personal computer is essential. Sitting and standing requirements are consistent with office work.

The incumbent must travel occasionally, when necessary to attend hearings, provide consultation, chair examinations or participate in conducting interviews.

Telework may become available after the incumbent has successfully acclimated to the department and has successfully demonstrated the skills and abilities to lead and manage the assigned OHR units.

Department Information The Department of Consumers Affairs (DCA) administers more than 3.4 million licenses in more than 280 license types including certificates, registrations and permits, from architects to accountants, dentists to veterinarians. DCA protects and serves consumers in many ways through proper licensing, regulation, enforcement and education.

DCA's Office of Human Resources provides full-service human resources support for employees within DCA. OHR's staff interpret laws, regulations, bargaining unit contracts, policies, and procedures to provide its clients with the necessary information to make well-informed decisions.

The Classification and Recruitment (C&R) Unit is responsible for providing expertise, guidance, and support to all DCA managers/supervisors and Human Resources Liaisons on personnel matters relating to the recruitment and hiring of essential personnel. The C&R Unit is responsible to ensure the integrity of the state's classification plan and protecting DCA's delegation.

The Health & Safety Unit (HSU) is responsible for promoting health and safety awareness to all Department of Consumer Affairs' (DCA) employees and managers/supervisors. HSU provides training, consultation, guidance, assistance, and support in matters relating to workplace injuries, reasonable accommodations, medical leaves, ergonomic evaluations, and emergency response.

The Examination Services Unit (ESU) is responsible for preparing and administering departmental civil service examinations for various programs within DCA and maintaining the integrity of the delegated testing program for the California Department of Human Resources.

The Transactions Unit is responsible for performing tasks associated with appointments, separations, payroll, and benefits for DCA employees in compliance with California labor laws, bargaining unit contracts, departmental policies and procedures, and control agency directives.

The Disability Unit is responsible for advising, consulting, and managing various types of leave benefit programs, including, but not limited to, Workers' Compensation, Industrial Disability, Temporary Disability, State Disability Insurance, and Non-Industrial Disability Insurance.

The Administrative Resources (AR) Unit is responsible for providing technical expertise, guidance, support, resources, procedures, and personnel-related training to the Office of Human Resources' (OHR) staff and Human Resources (HR) Liaisons. The AR Unit provides varying administrative and operational guidance to OHR to ensure services continue to be available and accessible for internal and external departmental employees.

Special Requirements
  • Conflict of Interest (COI): This position is subject to Title 16, section 3830 of the California Code of Regulations, the Department of Consumer Affairs' Conflict of Interest Regulations. The incumbent is required to submit a Statement of Economic Interests (Form 700) within 30 days of assuming office, annually by April 1st, and within 30 days of leaving office.
