The State Water Resources Control Board's Division of Information Technology has an opening for an Information Technology Specialist II in Division of Information Technology. The position is currently hybrid with two (2) days in office located at 1001 I Street, 8th Floor, Sacramento, right in the heart of downtown next to light rail stations and other public transportation.

• Motivated, team-oriented individual with excellent project management and business analysis skills.
• Knowledge of and experience performing functions related to business analysis, project management, PAL implementation, portfolio and project management planning, and coordination of project activities that require development of technology solutions for the most complex business, scientific or engineering problems.
• Knowledge of project management concepts, principles, practices, and processes prescribed by the Project Management Body of Knowledge (PMBOK).
• Experience working on California Department of Technology's Project Approval Lifecycle for complex projects or experience with California State Project Management Framework.
• Experience with project management charters, WBS, plans, RACI Matrices, schedules, risk, and issue analysis.
• Experience managing large size enterprise projects of high risk and visibility that establish new IT service offerings.
• Possess strong knowledge of IT Systems Development Life Cycle (SDLC) work processes and experience implementing agile and waterfall models.
• Experience with Contracts and Procurements.
• Experience defining project scope, objectives, user stories, requirements, activity definitions, project schedules, resource plans, cost estimates, risks and issues, procurement plans, roles and responsibilities for team members, and the communication needs of stakeholders.
• Experience advising management on the planning, development, implementation, and coordination of IT issues.
• Ability to multi-task and manage several projects concurrently, utilize diplomacy, tact, and professionalism, exercise good judgment, and meet deadlines.
• Strong business analysis skills to understand the project, work with program staff to establish MVP requirements, and articulate requirements to the development team. Experience writing user stories and requirements.
• Extensive experience developing, implementing, and maintaining standards and guidelines for gathering, analyzing, and documenting business needs, processes, requirements, and test cases/plans in support of application solutions.
• Ability to elicit, gather, analyze, and document business needs, processes, and functional/non-functional requirements for complex software applications.
• Experience developing flow charts, data flows, use cases and other diagrams that accurately represent all findings and communicate these concepts and ideas to business and technical groups.
• Experience developing test plans and assist in the development of test scripts for tracking/testing application solutions fixes and enhancements.
• Proficient in MS Suite including Project, PowerPoint, and Visio.
• Ability to work independently with multiple priorities and under pressure of critical time demands and consistently exercise a high degree of initiative, independence, and originality.
• Strong written and verbal communication skills with ability to reason logically, analyze situations, and reach sound conclusions.
• Ability to write technical documentation for complex system changes to provide an accurate basis of information for future support needs.
• Knowledge and experience managing and analyzing applications using programming languages and tools including ASP.Net, C#, Java, SQL Server, Oracle, and GIS.
• Knowledge of and experience with performing analysis, design, development, and application deployment using COTS and SaaS technology platforms is desirable.
• Experience performing in a project lead capacity and experience coordinating the work of co-workers. Experience as a lead to team members or consultants and responsible for the efficient delivery and completeness of all technical deliverables on new development efforts or on major enhancements to existing projects/websites.
• The position requires a strong commitment to delivering quality service to customers and the ability to work productively with other IT service areas.
• Knowledge of United States Environmental Protection Agency's (EPA) Cross-Media Electronic Reporting Rule (CROMERR).
