This recruitment is for multiple Social Worker III positions within the Department of Health and Human Services, Adult Protective Services and Care Management Section, Aging & Disability Services. Programs listed below are not inclusive of all Aging and Disability programs with potential vacancies. Positions may be Full-Time, Part-time, and/or Grant Funded. Social Worker III employees in the Adult Protective Services and Care Management Section provide a wide variety of services to a culturally and linguistically diverse population of older adults and adults with disabilities with the aim to screen, assess, investigate, and provide ongoing case management and service delivery in order to prevent and reduce the risk of adult maltreatment and institutionalization.

1.) Adult Public Guardianship: The Adult Public Guardianship program exists to safeguard the welfare of persons with disabilities. Public guardianship is a legal procedure in which the court determines if a person's ability to make health and safety decisions for themselves is significantly impaired by disease, accident, or disability. If so, the court will appoint a guardian to act as a substitute decision-maker. Public guardianship in Maryland is administered by local Departments of Social Services for those aged 18-64, and the Department of Aging for those aged 65+. Public guardianship is a situation of last resort, when there are no family members, friends and loved ones to serve in this capacity.

2.) The Adult Foster Care Program: Is a voluntary program that develops, certifies, and monitors protective CARE housing for individuals with disabilities; provides case management services to residents living in care environments; and facilitates supportive care for a stable population of individuals with disabilities, in a non tenant/landlord housing arrangement. Clients reside in Certified Residential Environments (CARE), pursuant to Title 07 Department of Human Resources, or in small, assisted living homes that are licensed under the Department of Mental Hygiene (DHMD, OHCQ).

3.) Adult Protective Services (APS): This program serves persons aged 18 and over who lack the physical or mental capacity to provide for their daily needs. The purpose of the program is to prevent or remedy the abuse, neglect, self-neglect, or exploitation of adults who are unable to protect their own interests and are at risk of immediate harm to their own person or to others. The program provides professional services to protect the health, safety, and welfare of endangered, vulnerable adults.

4.) Adult Services Intake: Receive and screen calls regarding abuse, neglect and financial exploitation of frail elderly persons and adults with disabilities then determines if an APS intervention is needed.

5.) Social Services to Adults SSTA: Provides assessment and case management services to adults with limited capacities seeking to remain or become self-supporting and self-sufficient; it seeks to prevent abuse, neglect, or exploitation; and it reduces unnecessary institutionalization or secures appropriate institutional care when necessary.

Social Worker III employees will evaluate/ license/monitor/assist foster families; maintain accurate files; prepare reports and service agreements; testify in court; collaborate with multiple service providers; liaison with professional and community resources such as hospitals, law enforcement, nursing homes, public safety programs, schools, medical professionals, and other providers. Assigned workload will be more difficult cases requiring application of highly developed casework skills. Employees may be responsible for supervision of staff. This work may involve occasional exposure to some risk of aggressive or unpredictable behavior by clients.

These positions require the ability to attend meetings or perform work at locations outside the office. Employees will need to operate a motor vehicle to transport clients, supplies, and equipment as appropriate.

For Advanced proficiency, the candidate must also pass an examination requiring translating text from Spanish to English and vice versa.

Minimum Qualifications

Education: Possession of a Masters Degree in Social Work (MSW) from an accredited college or university that meets the criteria of graduate social work program accredited by the Council on Social Work Education

Experience: Two (2) years of professional experience rendering social work services.

Equivalency: See Maryland Board requirements.

License:
  • Must be licensed as a Licensed Certified Social Worker/Clinical (LCSW-C) by the Maryland State Board of Social Work Examiners prior to appointment. Note: There will be no substitutions for this requirement.
  • Possession and maintenance at all times of a valid Class C (or equivalent) driver's license from the applicant's state of residence when required for job-related duties.

There is no Preferred Criteria.
