General Description

The Division Director of Testing facilitates improving student performance by coordinating and supervising the district-wide implementation of local, state, and federal testing programs. Trains school testing coordinators prior to each assessment and supports school staff with preparation and test administration. Assures compliance and success with testing programs across the district. Collaborates with departments across the district to support student success and school improvement.

Essential Job Functions

  • Coordinates federal, state, and local testing programs for the division.
  • Evaluates all aspects of the division testing program regularly to identify and address possible risk and make operational and programmatic improvements.
  • Establishes and maintains division testing calendar.
  • Develops and delivers training and resources related to the administration of state and local testing programs.
  • Coordinates with the Department of Technology to ensure student access to appropriate computer applications related to testing.
  • Supports schools in identifying and documenting student data elements related to compliance with state and federal accountability processes.
  • Monitors student demographic data to ensure accurate local, state, and federal reports.
  • Serves as the primary contact with the Virginia Department of Education (VDOE) Office of Student Assessment.
  • Investigates and resolves issues related to testing irregularities.
  • Coordinates with the Department of Curriculum Development and Support in the development and administration of local performance assessment programs as needed.
  • Instructs division personnel in the appropriate use of tests and test results.
  • Provides support to school personnel in the interpretation of student performance data.
  • Provides parent access to student testing results at the end of each testing window for the Virginia Assessment Program.
  • Advises on policy issues related to assessment and testing procedures.
  • Remains current with research in educational testing and applicable laws.
  • Provides direction to testing support staff to include specialists and TWAs.
  • Performs other duties as assigned.


Budgetary Responsibility :
Provides input on allocations of budgetary expenditures as related to testing materials.

Report Preparation :

Provides district, school and student reports of assessment results. Provides updates to the Director of Assessment, Research, and Evaluation and division leadership on all aspects of program management as needed.

Equipment Operation :

Use of computer software for reports, data analysis, and presentations.

Contacts :
All levels of division personnel , VA Dept of Education Personnel (assistant superintendents and directors).

Work Environment :

While performing the duties of this job, the employee regularly works in an office and school environments. The noise level in the office environment is quiet to moderate.

Qualifications

Extensive knowledge of educational assessment administration; of computer software and application for data analysis, management, and presentation; of federal, state, and local regulatory requirements applicable to testing. Demonstrated ability to interpret a variety of assessments to make instructional recommendations at the student, class, building and district level; to manage major projects and report findings; to organize, meet deadlines and analyze complex situations; to communicate effectively, both orally and in writing; and to work effectively in a collegial and collaborative manner in accomplishing diverse tasks.
Requirements

Graduate degree in education or related field. Postgraduate Professional License with a minimum of three years successful teaching experience or other professional school-level experience. Preferred: experience managing test administration at the school or division level; experience developing and delivering training/ professional development; specific knowledge of the Virginia Assessment Program.
