General Description

Assists with coordinating, managing, developing, implementing and monitoring special education services and instruction for students with disabilities in selected elementary and secondary schools throughout the school division. Assists schools with analysis of student performance data to target professional development and recommend delivery of instructional interventions to close achievement gaps for students with disabilities. Contacts are regularly and frequently made at all organizational levels within and outside the department to explain and implement programs and policies; professional judgment is required.

Essential Job Functions

  • Focuses on compliance related monitoring of schools and programs within Chesterfield County Public Schools (CCPS).
  • Interprets data related to improving performance of students with disabilities.
  • Works to support building level Coordinators of Special Education to support general and special education teachers to increase skills in differentiation of instruction for students with diverse needs.
  • Supports school based and division level teams in managing complex processes and procedures.
  • Collaborates with the Office of Administrative Services to ensure school compliance with all applicable state and federal regulations and accreditation standards.
  • Collaborates with the Office of Disability Support to ensure high quality programming and necessary supports for schools in serving students with disabilities.
  • Works with the Department of Career and Transition Services to support high quality school based transition programming for students with disabilities at all levels (elementary and secondary).
  • Provides professional development in special education process and procedures that align with federal law, state regulations and CCPS policies and procedures.
  • Provides guidance and support to administrators and coordinators of special education at selected schools to assist with special education student achievement and compliance matters.
  • Assists in planning and implementing staff development activities for special education staff.
  • Assists with the development and implementation of county procedures and programs for the education of students with disabilities.
  • Participates on division and community level teams.
  • Assists in periodic data collection and analysis required for CCPS and Virginia Department of Education reports.
  • Demonstrates commitment to improving professional competence.
  • Performs other related duties as required.


Budgetary Responsibility :

Responsible for the management of budget for designated programs.

Report Preparation :

Prepares regular reports on issues related programs and services.

Equipment Operation :

General Office equipment including personal computers and specific equipment related to assigned area.

Contacts:

Contact with all levels of CCPS personnel and various outside agencies.

Work Direction/Supervision :

Provide support and professional development to special education support staff and school based coordinators.

Decision Making:

Independent decision-making is used when concerns or questions come up that can be solved logically in the position. Seeks supervisors guidance/approval with complex questions and concerns.

Formal Policy-Setting Responsibilities :

Makes recommendations regarding the development or revision of related policy.

Physical Demands :

Must have the ability to sit for extended periods of time; exhibit manual dexterity to dial a telephone, to enter data into a computer terminal; to see and read a computer screen and printed material with or without vision aids; hear and understand speech at normal office levels and on the telephone; speak in audible tones so that others may understand clearly; physical agility to drive, bend, stoop, walk and reach overhead.

Work Environment:

The employee regularly works in a school or office environment. The noise level is quiet to moderate.

Qualifications

Considerable knowledge and experience in special education leadership, curriculum support, and Tier 1 instruction . Comprehensive knowledge of instructional strategies for diverse learners and students with IEPs. Working skill in the use of technology to support job functions; use of Word, PowerPoint, Excel, Access and Outlook preferred. Demonstrated ability to work effectively with individuals and groups. Demonstrated ability to listen and communicate effectively, both orally and in writing. Demonstrated ability to coordinate complex programs, activities, organize, schedule and train staff. Demonstrated ability in problem solving and decision making.

Requirements

Must hold a valid Virginia teaching license with an endorsement in special education. An endorsement in or eligibility for endorsement in Administration and Supervision is preferred. Prior experience managing meetings and communicating special education compliance related topics, including instruction are preferred. Prior educational leadership, coaching or curriculum development experience preferred. Must hold a valid Virginia Driver's license. This position requires the incumbent to drive.
