Pay

This position is an exempt position at pay grade 215.

Attendance

Non-rotating 40-hour work week, Monday - Friday, 8:00 am - 5:00 pm; must be available to work additional hours as needed.

Overview

Under general supervision, is responsible for applying highly analytical, financial, and budgetary performance review; monitoring and reporting on all day-to-day General Fund as well as all Utility Funds revenues and expenditures. Responsible for the review and assistance with the biannual Utility Rate Model. This position is the primary budgetary contact for General Funds and Utility Funds departments and will provide budgetary coordination and assist in matters pertaining to fund administration, funding, and budgetary requirements. This position also assists the Office of Management and Budget with the resources it needs to provide the City Manager and Executive Leadership Team with in-depth analysis, recommendations, and alternatives to target issues related to the General and Utility Funds. This position will supervise one Budget Analyst II.

Responsibilities

• Responsible for ensuring all General Fund and Utility Funds departmental requests are following the City's guidelines/policies.

• Complete special projects requiring research, analysis of data, coordination and communication with various departments and multiple levels of staff per direction

• of the Director.

• Assists in preparation and research of the General Fund and Utility Fund Quarterly Budget/Performance Reports.

• Assists in preparations of the Annual Operating Budget. Assists Budget Manager with financial plan and tools for the General Fund to meet current and future financial needs.

• Assist and review the creation/update of the biannual Utility Rate Model.

• With minimal input and guidance from the Budget Manager, creates and brings to completion documents ranging from Power Point presentations, written correspondence, Excel spreadsheets, agenda items, charts and various complex topics and financial reports relating to the General Fund and Utility Funds departments.

• Attend and make presentations to other departments, committees, boards as requested.

• Is the primary budgetary contact for all General Fund and Utility Funds departments.

• Provide budgetary coordination and assist in matters pertaining to fund administration, funding, and budgetary requirements.

• Administers all 380 reimbursement agreements assigned to the budget department. Conducts in-depth analysis and compiles all documents needed for reimbursements.

• Responsible for detailed review of all General Fund and Utility revenues with the focus on evaluating underlying industry dynamics, predictive analysis, and a variety of strategies to help develop an insightful vision of the future.

• Creates the 20-year Proforma to assist the Director of 0MB and the Executive Leadership Team in future planning.

• Essential function

Qualifications

• Requires bachelor's degree (BA/BS) - business or finance preferred

• Minimum of five (5) years of experience

• A combination of education and pertinent experience may be considered

• A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire

Basis of Rating

Application review and the City may also conduct additional skill assessment tests, in addition to the panel interview.
