Job Duties

The Virginia Department of Motor Vehicles (DMV) is seeking a Senior Employee Relations Specialist to provide guidance, support, training, and counsel to staff and managers regarding all manner of issues relating to employee relations, compliance, policies & procedures, performance management, and other employment matters.

The incumbent will work to find solutions that reduce agency risk and lessen potential liability and ensure a fair and equitable approach to employee relations practices. Responsibilities include conducting workplace investigations, consultations/advice, drafting documents, and responding appropriately to challenging employee relations matters. Balancing time between the reactive and proactive spaces, the successful candidate will provide expert advice that supports the efficient operation of state government while remaining attentive to employee needs and ensuring compliance with all applicable policies and employment laws. Tact, diplomacy, knowledge, relevant experience, and the ability to multi-task are keys to the success of this role.

Duties will include, but are not limited to, the following:
• Reviewing employee relations issues and providing guidance on complex and multi-faceted performance and/or conduct situations.
• Providing advice that seeks to resolve conflict and alleviate potential problems at the earliest opportunity.
• Developing creative solutions to complex problems and circumstances that may have the potential to affect employees, work units, and agency liability.
• Developing sound strategies to ensure safety in the workplace and utilizing effective employee relations strategies to prevent escalation of prohibited conduct in the workplace.
• Providing training to supervisors, managers, and leadership on EEO laws and HR policies.
• Conducting investigations and preparing comprehensive investigation reports that summarize investigative findings.
• Developing appropriate recommendations to address findings.
• Recommending proposed courses of action to management on all manner of employment issues, including but not limited to, claims of discrimination/ retaliation, employee misconduct, dispute resolution, compensation, hiring, grievances, and EEOC charges. Assist in drafting documents related to the same.
• Providing managers with interpretation and guidance on state and agency procedures, practices, policies, and guidelines. Developing strategies to ensure compliance with these and other rules and guidelines.
• Developing and/or reviewing HR policies, practices, and procedures.
• Preparing for and participating in grievance and hearings.
• Consulting on a regular basis with the Office of the Attorney General to ensure that proposed agency practices are appropriate and legally defensible.

Minimum Qualifications

• Extensive experience in employee relations providing guidance on complex and multi-faceted employee relation issues.
• Demonstrated knowledge of federal and state EEO laws and state HR policies.
• Experience developing creative solutions to complex problems and circumstances.
• Demonstrative experience developing sound strategies to ensure safety in the workplace.
• Experience developing, conducting, and providing training for management.
• Proven experience conducting investigations and preparing comprehensive investigation reports.
• Experience counseling managers and supervisors regarding best practices methods of resolving conflict, performance issues, and acts of misconduct.
• Experience recommending proposed courses of action to management on all manner of employment issues, including but not limited to, claims of discrimination/ retaliation, employee misconduct, dispute resolution, compensation, hiring, grievances and EEOC charges.
• Experience preparing for and participating in grievance hearings.
• Strong communication and organizational skills.

Additional Considerations

• Professional HR Certification (SHRM-CP, SHRM-SCP, PHR, SPHR, etc.)
• Experience with Commonwealth of Virginia employee relations policies and procedures
