The Division of Business Operations' State Disbursement Unit (SDU) is currently seeking a Senior Financial Compliance Analyst. This position reports to the SDU Finance Manager to ensure compliance with applicable federal and state laws, regulations and policies and the work is accurate, complete and in compliance with standards and procedures.

This position supervises and manages the monitoring, verification, analysis, and reconciliation of cash flow of revenue and expense activities of Child Support funds in the State Disbursement Unit (SDU) of DCSE. Verifies accuracy of postings to original DCSE documentation in financial (CARS/Cardinal/FAAS) and case compliance (APECS) systems and authorizes reclassification and correcting journal entries as determined. Retrieves financial data and prepares documentation for profit and loss statement. Develops and implements procedures and controls for internal SDU transactions, emerging technology, and centralized mail capabilities. Maintains responsive communication, resolution, and oversight for SDU quality assurance and reconciliation functions. Provide direct support to the Reconciliation & Exception Processing Unit Manager and other SDU areas as needed.

Minimum Qualifications

• Considerable knowledge of generally accepted accounting principles.
• Demonstrated ability performing complex reconciliations and managing/monitoring cash flow.
• Demonstrated ability to direct and analyze, enter, and adjust fiscal transactions in conformity with standards, policy, and procedures.
• Knowledge of statewide accounting systems.
• Demonstrated ability to direct and supervise administrative and/or professional staff.
• Demonstrated ability to prepare, analyze financial reports and/or statements, and resolve accounting problems.
• Working knowledge of financial procedures, records, schedules, and statements.
• Proficiency and experience in use of personal computers, including databases, spreadsheets, graphics, charts, and word processing.
• Demonstrated ability to communicate effectively (both orally and in writing) with diverse groups of people and organizations.
• Experience and commitment to providing superior customer service to both internal and external customers.
• Demonstrated ability to evaluate current work processes, including entry of fiscal transactions, and make recommendation for greater efficiency.
• Demonstrated ability to establish working relationships among team members.
• Demonstrated ability to conduct audit like/quality assurance work, i.e., gathering documentation/information as needed, follow established review/audit program instructions, analyze, and compile financial data, interpret results/data, compile findings, and develop recommendations and corrective action plans.

Additional Considerations

• Knowledge of agency guidelines and unit policy and procedures.
• Experience in accounting, auditing, bookkeeping, debt collections or relevant experience with Child Support Enforcement, other governmental agency, or financial payments area with supervision of staff to include preparation of financial reports.
• Considerable experience in government accounting and systems.
