Summary

Engages in a variety of technology functions that require advanced knowledge of multiple IT disciplines. Oversees and/or participates in the analysis, design, development, and implementation of technology solutions and/or strategies to meet the needs of an organization/group. Bridges gaps between business and technology, leveraging broad technological knowledge and skills. Defines the process for and/or participates in conducting audits of systems to ensure the system continues to function properly and optimally, identify areas for improvement, and verify compliance of the system. Coaches more junior staff through and/or participates in the process of performing routine and non-routine maintenance on complex systems to ensure optimal functioning and avoid system failure. Identifies and conducts research to advise systems design, data definition, data access, or configuration changes.

Duties and Responsibilities

  • Leads and/or participates in consulting with users, diagnosing and resolving complex problems found in application implementations, suggesting appropriate software solutions and computing platform(s) to meet the generally defined requirements of users, and assisting in other ways on technical and programming issues related to information processing. Oversees the process of and/or participates in explaining IT processes and concepts to technical and non-technical audiences and describing technical information at a high-level to communicate how technology processes and concepts directly impact and influence stakeholders.
  • Oversees the process of and/or participates in implementing software systems and applications using security best practices and change control to meet business requirements. Defines the process for and/or participates in conducting audits of systems to ensure the system continues to function properly and optimally, identify areas for improvement, and verify compliance of the system.
  • Oversees and/or participates in operating system controls to coordinate computer network access and use. Stays up to date on IT security trends and disaster recovery processes to apply this knowledge to recommend security enhancements. Oversees the process for and/or participates in monitoring the computing environment for security breaches.
  • Oversees and/or participates in the process of installing and maintaining distributed processing systems. Coaches more junior staff through and/or participates in the development of system access profiles and IT frameworks based on user requirements.
  • Oversees and/or thinks through the various aspects that go into designing a system including, but not limited to, business needs, cost considerations, and functionality. Oversees the process of and/or participates in performing routine and non-routine maintenance on complex systems to ensure optimal functioning and avoid system failure.
  • Oversees and/or participates in the administration of shared databases and/or maintenance of the security and integrity of data systems; identifies and conducts research to advise systems design, data definition, data access, or configuration changes.
  • Oversees and/or participates in collecting and analyzing data to identify trends in data, produce data visualizations, and examine data to help provide context for pertinent issues. Oversees the process of and/or participates in compiling data findings into visually appealing, easy to follow reports to summarize outcomes.
  • Oversees the process of supporting division customers with a variety of technology needs that may include: developing new tools for users, maintaining existing web applications in the division, creating web pages, and/or debugging new application breaks. Oversees and/or participates in researching technologies that might enhance user experience and provides results and recommendations to management.
  • Defines and/or participates in the strategy/planning, product development, product launch, and all stages of product life cycle. Oversees the process of and/or participates in planning, organizing, and assigning tasks for the development and implementation of large-scale and highly complex information or information security systems. Provides guidance and consultation to project participants and may have some supervisory responsibility for professional staff. Serves as a project lead and technology expert on projects.
  • Maintains knowledge of evolving trends in technology to oversee the development of innovative approaches that deliver value; understands business requirements and processes in order to identify technologies that meet the requirements. Serves as a thought partner and proactively shares technology best practices clearly across the division.
  • Defines the process for and/or participates in developing and/or implementing short- and long-term strategies to meet the automation, computing, database, and information management requirements of the division and the Board. Guides collaboration amongst team members and shares information/knowledge to ensure the best strategies are implemented. Oversees and/or participates in the design, implementation, support, and maintenance of automation, computing, and database systems essential to meeting those strategies.


Position Requirements

The Division of Consumer and Community Affairs (DCCA) seeks a Senior Data and Technology Analyst II to assist with implementing and maintaining technology solutions for the Community Reinvestment Act (CRA). The incumbent will oversee the design, develop, test, implementation, support, and maintenance of the CRA technology tools by working closely with the business, IT delivery partners, and interagency staff. The incumbent will also communicate regularly and coordinate with key stakeholders to develop a thorough understanding of business goals and processes, collaborate with the delivery teams to oversee the scoping, planning, and IT delivery using Agile methodologies and best practices, and ensure the target products meet technical requirements; alignment and adherence to IT government standards (e.g., architecture, compliance, security).

FR27: The preferred candidate must have expert knowledge in one or more of the following areas: user technical support, software development, cloud technology, project management and six years of experience. The individual will be required to work on projects concurrently. The candidate will also lead user technical support, software development, project management, technology evaluation, data analysis, database administration, technical problem solving, database system development, and working group participation. The candidate must have three years of Agile methodology experience, ability to coach junior staff in the development of systems and excellent interpersonal skills with a proven ability to communicate at various levels within the organization.

FR28: The preferred candidate must have expert knowledge in one or more of the following areas: user technical support, software development, cloud technology, project management and eight years of experience. The individual will be required to oversee extremely complex assignments simultaneously. The candidate will also direct user technical support, software development, project management, technology evaluation, data analysis, database administration, technical problem solving, database system development, and working group participation. The candidate must have five years of Agile methodology experience, ability to direct junior staff in the development of systems and excellent interpersonal skills with a proven ability to communicate at various levels within the organization.

The Division of Consumer and Community Affairs (DCCA) has resumed an in-office presence and begun a hybrid work environment that requires employees to be physically present in the office a minimum of 4 days per month. This includes a monthly connection day (on a Wednesday). On occasion, DCCA employees may be expected to be physically present in the office more than 4 days per month, as required by business needs, but can work remotely the remaining days.
