Why does the job exist?

The Staff Manager/Senior Policy Manager will:
  • Serve at the lead legislative analyst during legislative sessions;
  • Be responsible for assigned special projects which include grant writing, implementation and oversight;
  • Work year-round on legislative activities, policy related activities, obtaining federal funding, assisting the division with grant requirements, working with staff on external stakeholder requests, and other duties based on division needs;
  • Ensure that the Behavioral Health Services Division (BHSD) remains in compliance with grant requirements.


How does it get done?

The Staff Manager/Senior Policy Manager is responsible for:
  • Legislative Bill tracking and analysis during the New Mexico Legislative Sessions;
  • Post-session implementation of new legislation;
  • Leading assigned special projects including research, analysis and reporting, grant writing, implementation and oversight, performance measures and quality assurance reporting;
  • 90% Legislative Duties 10% Special Projects during Legislative Session, and 100% special projects between Legislative Session.

  • The State of New Mexico Legislative Staff;
  • The Citizens of New Mexico.


Ideal Candidate

The ideal candidate has:
  • Excellent research and writing skills;
  • Experience with the New Mexico Behavioral Health system;
  • Experience with the legislative process;
  • Experience with grant writing and management;
  • Experience collaborating and communicating with internal and external entities;
  • Understanding of competing deadlines, strong multitasking skills, ability to prioritize and resolve complex issues timely;
  • Understanding of Federal and State regulation;
  • Excellent document review and editing skills;
  • Excellent communication skills.


Minimum Qualification

A Bachelor's Degree in any field of study from an accredited college or university and five (5) years of professional level experience operating within parameters and guidelines directly related to the purpose of the position defined by the agency at the time of recruitment. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

Employment Requirements

Must possess and maintain a valid Driver's License.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage.
