Policy and Legislative Affairs Division: Our team helps inform or craft policies or legislative proposals that align with the Public Education Department¿s mission, vision, and goals. This includes conducting bill analyses during the legislative session, attending interim legislative hearings, and leading or assisting with the rulemaking process.

Why does the job exist?

This position will contribute to policy-making aligned with the department vision of providing a culturally and linguistically responsive education. It will assist in the coordination of all rule making for the department, including drafting in collaboration with program and leadership teams, managing the process according to regulation, ensuring and facilitating stakeholder engagement, receiving and tracking public comment, and publishing rules related to public education. The Policy Analyst also coordinates rule hearings, including serving as a hearing officer, properly posting notifications, and then finalizing and filing rules. Further, this person conducts bill analysis during the legislative session and supports the policy division's director and deputy director with additional tasks as assigned.

How does it get done?

Rulemaking and Policy Outreach and Development (65%).
Works with various bureaus and divisions to coordinate rule development and policy outreach. Serves as a critical review in the rule making process, refining rules and determining how they fit into the larger context of policy in the Department. Works with various outreach groups regarding Department policies.
Legislative Engagement (20%).
The work includes representing the PED at the legislature when directed and conducting bill analyses during the legislative session. In the interim, the position works with other division staff to host groups of school district leaders and other stakeholders to develop rule or produce guidance that increases impact on student achievement.
Special Projects (15%).

Ideal Candidate

The ideal candidate will have professional experience in education; professional experience researching and developing public policy, including the ability to understand, explain, and recommend changes to laws, regulations, and guidance; excellent technical writing and editing skills; and excellent attention to detail and organizational skills.

Minimum Qualification

Bachelor's degree in Education, Public Administration or Business Administration and five (5) years of experience as a teacher and/or program administrator. Substitutions apply. See Substitution Table below.

Employment Requirements

Must possess and maintain a valid New Mexico's Driver's License.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Some occasional travel is required for meetings and conferences.
