This position is a 12-month Limited Term (LT), which may be extended up to 24 months or become permanent.

Under supervision of the Staff Services Manager I (SSM I), the Staff Services Analyst (SSA) performs a broad range of analytical and technical assignments for the PD/EP Branch. Incumbent must be able to establish and maintain effective working relationships with those contacted during the course of the work, work well under pressure, make appropriate decisions and well-thought-out recommendations, work independently in completing assigned work, and meet required deadlines.

• Manage, track, verify, and distribute all branch inventory including equipment, vehicles, computers, software, printers, copiers, and cell phones while ensuring current information is readily available to all management when requested.

• Communicate with field office staff daily regarding procurement, transfer and survey of IT and non-IT inventory related issues, questions, and requests over the phone and through PD/EP's Inventory Outlook mailboxes.

• Serve as a liaison for the Branch with Office of Information Technology Services (OITS), Acquisitions and Purchasing Unit, Building Property Management Unit (BPMU), along with the Department of General Services (DGS).

• Coordinate with the field offices to ensure IT and non-IT equipment is available to branch staff.

• Complete procurement forms (SO-21 and SO-211) for new or replacement equipment and/or software when requested by field office staff and/or management.

• Manage and update our procurement tracking spreadsheet to ensure all procurement is completed and tracked.

• Review the monthly encumbrance reports posted on the FISCAL SharePoint Portal to ensure all purchases are properly encumbered. Work with Financial Services Branch (FSB) and OITS to remedy any inaccuracies.

• Analyze the monthly expenditure reports posted on the FISCAL SharePoint Portal to ensure all invoices are paid accurately and against the encumbrances. Work with FSB to remedy any inaccuracies.

• Work with vendors to ensure they receive payment on invoices in a timely manner.

• Manage the Outlook invoice mailbox to ensure all invoices are being submitted timely. Communicate with field offices when invoices are inaccurate to remedy any issues.

• Reconcile any past due invoices as soon as possible, working with the branch field staff and FSB.

• Review and maintain all paper and electronic files and records retained by the branch to ensure all files are stored properly.

• Review and maintain the branch Record Retention Schedules for Headquarters and all field offices as required.

• Coordinate with field offices to ensure Record Retention Schedules are met and completed in a timely manner.

Working Conditions

The duties of this position are primarily indoors. The incumbent works in an open office space that is in close range to workstations of the other support staff. The office is equipped with a telephone and a computer with various desktop applications. A printer is located within the immediate workstation area. The office is also equipped with an adjustable roller chair, file bins, cabinets, and various desktops of standard height.

Regular or recurring telework may occur as part of the incumbent's ongoing regular schedule in accordance with CDFA's Telework Policy.

Department Information
The Pest Detection/Emergency Projects Branch (PD/EP) is responsible for the early detection and prompt eradication of serious exotic agricultural pests. The Branch accomplishes its mission by conducting a statewide trapping program, staffed by county and state inspectors, for exotic insect pests; by implementing special surveys for significant agricultural pests and plant diseases for which traps are not available; and by providing emergency eradication services using the best available technology. The primary objective of the emergency project component is to quickly and efficiently eradicate incipient infestations of serious agricultural pests, thereby preventing permanent establishment and subsequent spread in California.
