The California Secretary of State (SOS) is recruiting to fill a permanent, full-time Associate Governmental Program Analyst position to perform a variety of functions for an exciting and fast-paced organization, located in downtown Sacramento. The Secretary of State will consider the Staff Services Analyst classification for purposes of recruitment. The department will also consider a Training and Development (T&D) assignment for purposes of recruitment. Candidates that complete a successful T&D assignment may be transitioned into the formal classification without the need to re-compete for the position.

Job Description and Duties: Under close direction of the Business Services Manager, the incumbent is responsible for performing a variety of difficult and complex technical and analytical work in the Business Services unit of the Secretary of State's Office. Specific duties include:
  • Act as a Lead for the Asset Management program
  • Maintain electronic major and minor property records of all SOS equipment (both tangible and intangible) in accordance with State Asset Management policies, including but not limited to State Administrative Manual and SOS Procurement related policies
  • Inspect incoming equipment for compliance with purchase documents; reject equipment not meeting purchase specifications and prior to deploying equipment to the appropriate division, records equipment on property record
  • Prepare all equipment for transfer or disposal, in accordance with current State polices, including those related to real property, information technology, and non-information technology
  • Conduct physical or tangible equipment inventory of all of SOS property and reconcile physical inventory with property records every three years for both Headquarters and any SOS Regional Offices, ensuring the acquisition of equipment through purchase, special repairs, donations, major or minor capital overlay, as well as the removal of equipment that has been inspected, reported, and surveyed out is properly recorded and accounted for
  • Contract manager for all service contracts related to the Asset Management Program such as eWaste, moving services, etc. This activity includes development of statement of work or specifications for service contracts, as well as the oversight of service contractors while on-site at SOS performing services within the SOS
  • Receive palletized Agency forms and envelopes from contracted vendors, and Department of General Services - Office of State Publishing. Inspect/rejects these items for packaging specification compliance. Upon acceptance, relocates pallets to their appropriate storage location
  • SOS Small Business/Disabled Veterans Business Enterprise Advocate
  • Responsible for Agency Form Management functions
  • Participate in forms design and management specific to stationary, employee identification badges, business cards, and signage
  • Determine appropriate graphics and presentation materials for diverse audiences. Provide consultative services to management and department on all aspects of the departments Forms Management Program
  • Review requests for new forms and revisions of existing forms
  • Monitor Business Operations inventory of in-house forms and order new forms as needed
  • Full range of body motion including sitting, bending, standing, walking, lifting, carrying, pushing, and pulling using a cart/dolly, mail trays, pallets and large packages weighing up to 50 pounds on a frequent basis

Working Conditions

This position provides a telework opportunity based upon the agency's telework policy and business needs, typically after completing six months of on-site training. Occasional off-hours and weekends may be required. Must be able to walk/stand up to 8 hours a day; be able to work in a dusty and noisy environment; and be able to operate State owned motorized vehicles; obtain and maintain a forklift certification.
