Job Summary
The Superintendent of Utilities oversees staff to include PM Technicians, Plumbers, Electricians, and Refrigeration Technicians assigned to the Clements University Hospital. Project Manages billable projects as needed to maintain the high standards of the CUH. Oversees LIM panel recertification, TransVac preventative maintenance contract, Quarterly and Annual Med Gas PM's and recertification, quarterly grease trap cleaning, and various other contracts needed to maintain the CUH. Administer Fountain Cleaning contract by inspection of fountains and approving maintenance needs. Receives and processes quotes for work and material to be performed at the CUH. Upon receipt of materials or completion of work performed, approves invoices. Request annual CIP funds to improve hospital infrastructure. Ensure annual training is administered to maintain compliance.

Experience and Education
- Graduation from high school or vocational school and seven (7) years' experience in operation and maintenance of large (25,000 cfm) air-handling equipment, steam reducing stations, pumps, steam boilers, refrigeration equipment, and water, gas, and electrical systems, including at least two (2) years supervisory experience.
- Plans, schedules, coordinates, and directs operation, maintenance, and repair of heating, ventilating, and air-conditioning (HVAC) equipment and electrical, water, and gas distribution systems.
- Determines priority of work to be performed and issues necessary work orders.
- Determines need for and schedules utilities shutdowns for major repairs and maintenance work with minimal interruption to normal activities of university.
- Plans and schedules long-range maintenance programs; determines frequency, scope, and type of equipment to be included.
- Reviews and approves or disapproves requests and specifications for purchase of tools, parts, and equipment, such as water pumps, air compressors, filters, etc. that involve expenditure of significantly large amounts of money.
- Coordinates with private contractors engaged in installation of renovation of mechanical, refrigeration, air-conditioning, and heating equipment as required.
- Using the EMS, operators remotely monitor and control the campus air handlers, exhaust fans, chillers, boilers, pumps, space temperatures, humidity, etc.
- Monitors critical customer equipment and freezers.
- Performs database management of HVAC field panels and controllers.
- Troubleshoots programs of building HVAC systems.
- Trains workers in methods, procedures, and use of equipment, and work aids, such as drawings, hand tools, and test equipment.
- Ensures quality and quantity of work performed by assigned crew is appropriate.
- Ensures client is satisfied with work.
- May assist in preparation of annual Physical Plant budget as it relates to Facilities Management in terms of capital expenditures and manpower requirements.
- May compile and prepare required periodic reports relating to operations of Facilities Management's CDAS.
- May schedule and supervise the work of CDAS operators.
- May operate the CDAS system, which consists of Energy Management Software from multiple Building Automation Systems.
- Monitors the utility alarms on campus and analyzes alarm conditions to determine course of action.
- Assists in remote troubleshooting of equipment failures.
- Performs other duties as assigned.
