Duties

The incumbent carries out responsibilities assigned by the Division Chief. The incumbent participates and shares fully with the Division Chief in planning, directing, and coordinating all phases of the work of the Division, including supervising subordinate staff. Consults with supervisors on their more complex and difficult problems and provides guidance, especially in those program areas which require close coordination with other Divisions, Bureaus and Staff Offices. Exercises general policy, administrative, and supervisory control over activities and personnel of the Division.

The Deputy Division Chief supervises rulemaking proceedings involving ownership and other issues and major transactions in the industries regulated by the Media Bureau. The Deputy Division Chief oversees the collection, compilation, analysis, and maintenance of industry and market data and information. Provides legal and economic expertise to the Division Chief and other staff. Coordinates work with other Bureaus, Divisions, and Offices as necessary. Work requires a broad knowledge of all facets of broadcast, cable and satellite regulation, with particular expertise about the Commission's media ownership rules, and the ability to evaluate legal, engineering, economic and social implications of studies to provide sound recommendations on ownership and economic issues.

Establishes performance standards for, and evaluates the work of, subordinate employees. Makes recommendations on promotions, awards, reassignments and disciplinary actions to the Division Chief. Selects new employees. Grants leave for subordinate personnel. Determines the need for and schedules formal training and ensures that orientation and on-the-job training are provided where appropriate. Keeps employees advised on all matters affecting their employment, consulting with appropriate Commission personnel and offices for technical assistance, as required. Applies equal employment opportunity policies, as well as merit system principles, in all phases of personnel management. Takes affirmative action in accordance with established goals and merit system principles.

Reviews and directs preparation of written studies and opinions on policy and regulatory matters. Provides direction and guidance to supervisors in the preparation and issuance of rulings and interpretations of rules, preparation of special studies, memoranda, correspondence, agenda material and position papers.

The incumbent carries out special and highly complex projects of major regulatory significance as assigned by the Division Chief. Such projects include major rulemakings and investigations concerning the Commission's media ownership rules, as well as reports, studies, and data for Congressional committees, members of Congress, the Commission, Commissioners, the Chief of the Media Bureau, and other Bureaus/Offices or Divisions within the Commission.

Assists the Division Chief in oral presentations at Commission meetings and participates as Bureau representative in a wide variety of internal and external conferences and meetings pertaining to the development of policies. Represents the Bureau and the Commission at industry-government conferences and conventions of broadcasters and other groups.

Qualifications

Applicants must meet eligibility and qualification requirements by the closing date of this announcement. Current Federal employees must meet time-in-grade requirements by the closing date of this announcement.

Professional law experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled.

In order to be deemed as "BEST QUALIFIED" candidates must meet both the educational requirements and the specialized experience requirements outlined below.

A. Education

You must meet the minimum basic educational requirements for Attorney positions.

Education requirements include: a professional law degree JD, LL.B., and/or LL.M.

If transcripts are not submitted at the time of application, a copy of the transcript must be submitted at the time of selection.

B. Specialized Experience

GS-15

Applicants must have a minimum of 4 years of professional law experience, including one year of specialized experience which must be equivalent to at least the GS-14 in the Federal service. For this position, specialized experience includes the following:

  • Experience overseeing and supervising subordinate staff.
  • Experience providing expert advice on legal issues affecting policy matters regarding various aspects of broadcast, cable, satellite regulation and media ownership rules.
  • Experience overseeing rulemaking proceedings regarding media ownership and major transactions.
  • Experience formulating, determining and influencing the policies of a Bureau/Office.


PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
