Summary
The position serves as a Supervisory Data Scientist in the Office of Organization and Talent Analytics, Bureau of Global Talent Management (GTM/OTA), applying expertise in data science, operations research, and information management principles, techniques and scientific methods to solve complex problems through the use of data modeling tools that have a profound influence on GTM programs and key processes within the Department (DOS). This position reports to the Deputy Director of GTM/OTA.

Duties
- Directs a staff in developing new and improved statistical methods to collect, calculate and interpret complex data sets, develop complete datasets and present findings through data visualization to facilitate decision-making at all levels of DoS.
- Conducts data studies and analyses that are critical for the support of promotion models for the Foreign Service personnel system and serve as the underpinnings for workforce analysis forecasting for both the FS and Civil Service HR systems.
- Directs and develops plans and complex studies of resource requirements, assessments of organizations, and workforce policies, identifying and ensuring alignment with Department priorities
- Applies different and varying analytical requirements ranging from advanced statistical analysis to survey development analysis. Employs representative mathematical models to infer/forecast results (e.g., Monte Carlo Simulation and Queuing Model).
- Provides expert advice and guidance to senior policy and decision makers; presents a balanced analyses of complex CS and FS workforce planning and forecasting initiatives; defends recommendations and persuades leaders to take specific actions
