Duties

The Incumbent is a member of the park's Leadership Team and reports directly to the Park Superintendent and serves as the facility management expert in support of park unit management initiatives. The position is actively involved in decisions affecting overall park management policy and operations and contributes to the development of park management documents. The Facility Manager is responsible for park assets, operations and fleet management; implementation of Facility Management Software Systems for cost effective management of assets; performing and maintaining asset inventories and condition assessments for the purpose of maintenance cost for annual and multi-year plans; and determining asset priority index, deferred maintenance costs, current replacement values and facility condition index. The Facility Manager plans, schedules and directs work to operate facilities and assets at their most effective level within their responsible program area.

The Facility Manager is also responsible for project management and determines and recommends project scope, goals and objectives, and alternatives for facility modifications when infrastructure capabilities cannot support mission requirements. The incumbent evaluates the need for professional consultation and facilitates the coordination for the design, development, review and evaluation of project documents. The incumbent is responsible for construction progress, either as a Contract Officer's Technical Representative (COTR) or as overall project manager. This involves analyzing scope problems to assure issues are addressed and projects are on schedule and within cost projections; performing final inspection; authorizing final approval for acceptance of work; and ensuring all project documentation is completed and archived.

The Facility Manager is responsible for implementing a current safety and training program to eliminate at-risk behaviors and environments enforcing regulatory policies and mandates. This includes initiating corrective measures for violations of OSHA standards and directing periodic inspections of workplaces supervised.

The Facility Manager prepares annual work budget plans for maintenance operations using the NPS financial management programs; participates in the preparation of Operating Financial System (OFS) requests and identifies program deficiencies. In addition, the position develops annual and multi-year programs utilizing project management software to augment park base funds in the effective management of facilities and equipment, e.g., cyclic maintenance, repair/rehab, Fee Demo, line item construction, Federal Land and Highway Programs.

The Facility Manage maintains park facilities in compliance and best management practices of the NPS Environmental Audit Program and ensures that work on cultural and natural resources is in adherence with approved Historic Preservation Act and NEPA documents.

  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home occasionally. You must obtain a government charge card for travel purposes.


Qualifications

All qualifications must be met by the closing date of this announcement-10/04/2024-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as:assisting with managing office or apartment building complexes, hospitals, or recreation facilities; assisting with planning maintenance activities and preventive maintenance programs for a facility; estimating materials and labor costs for a variety of maintenance projects or contracts; working as a planner, contractor, or inspector of journeyman in the construction industry; experience in building trade practices; and experience working with the Facility Management Software System (FMSS), or comparable maintenance management, cost estimating and/or project management systems.

EDUCATION: Successful completion of at least a Ph.D., or equivalent doctoral degree, or possess three (3) full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. Directly related graduate study may include, engineering, industrial arts, property management, or business administration. (NOTE: If qualifying based on education please submit a copy of your official college transcripts).. You must include transcripts.

Successful completion of a combination of education and experience as described above. To combine education and experience, first take Only graduate hours in excess of two years (36 hours), is creditable towards meeting this requirement. For example, 45 graduate hours (50%) . Then take the number of months of full time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Physical Demands: Work is mostly sedentary in an office setting. At times, walking, hiking, climbing, bending and moderate lifting are required.

Working Conditions: The work involves regular and recurring exposure to moderate risks and discomfort associated with the operation repair and maintenance of park infrastructure and equipment. There are occasions of exposure to risk situations.

The position is duty stationed at Florissant Fossil Beds National Monument in Florissant, Colorado. The position serves as the Facility Program Manager. Florissant Fossil Beds National Monument is a national park unit within the Department of Interior, National Park Service, Region 6,7, 8 (Intermountain Region).

Florissant, Colorado is situated in the Rocky Mountains in western Teller County and the park is at 8,500 feet of elevation. The small community offers excellent recreation opportunities and is only 16 miles from the city of Woodland Park and 38 miles from Colorado Springs. The climate is pleasant featuring warm summers with cool evenings and higher altitude winters with 10-14 inches of average snow accumulation.

Housing is available on a rental or purchase basis in the larger area. The community of Woodland Park is surrounded by Pike National Forest with beautiful views of Pikes Peak. Woodland Park has schools spanning PreK-12th Grade; parks and recreation opportunities; community events; a local hospital; churches; and dining and shopping options.
