Summary

The Human Capital Management Division is looking for a senior payroll professional to join our team in delivering a first-class employee experience for our valued and supported employees. Optimum user experience is also key for our customers and other stakeholders. This position is located in the Architect of the Capitol, Office of the Chief Administrative Officer, Human Capital Management Division, Payroll and Processing Branch. The selected candidate also serves as Branch Chief.

Duties

The Supervisory Human Resources Specialist will be responsible for overseeing the operation of AOC's payroll interface with the National Finance Center (NFC) automated payroll operation, utilizing AOC's time and attendance reporting tool and NFC's EmpowHR to process and execute all personnel actions.

Specific responsibilities include the following:

  • Coordinate with NFC on adapting payroll and timekeeping coding and other elements to accommodate circumstances that may be unique to AOC's appointment types.
  • Responsible for the timely processing and accuracy of payroll and personnel actions, quality control, and effective use and training on NFC's personnel and payroll system and related applications - Information/Research Inquiry System (IRIS), Payroll/Personnel Inquiry System (PINQ), Position Management System (PMSO) and Table Management (TMGT).
  • Develop modification requests to the NFC personnel, timekeeping and payroll systems and provides regular user training to managers, supervisors and HCMD staff.
  • Collaborate with the Training and Employee Development to design and present user training sessions on the capabilities of these information systems.
  • Provide expert advice and development of payroll related policies and standard operating procedures (SOPs).
  • Perform careful research to ensure that pay problems are promptly and accurately resolved.
  • Direct the daily operations of AOC's automated payroll system with a particular focus on accurate and timely processing of payroll actions.
  • Manage the Electronic Official Personnel Folder (eOPFs) system that is used for storage, maintenance and retrieval of personnel records.
  • Supervise staff of the Payroll and Processing Branch which administers the processing of personnel actions, storage of automated information and hard-copy documents, and release of information to employees.
  • Processes or corrects requests for Personnel Actions (SF-52s) using the NFC EmpowHR mainframe system.
  • Develops performance requirements for staff and ensures a mutual understanding of the performance standards, while also providing employee skills enrichment through job related coaching, mentoring and training.

Expertise in the processing of personnel actions, payroll matters, basic pay, premium pay, and relevant time and attendance administration policies. Demonstrated competencies to perform administrative and technical supervisory functions.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service.

Examples of specialized experience includes the following:

(1) Experience managing federal payroll and personnel operations and leave administration, including overseeing agency-wide payroll related data submissions.

(2) Experience in establishing performance and development goals and objectives to maximize team performance and continuously improve operational efficiency.

(3) Experience applying business and management principles involved in strategic planning, resource allocation, leadership techniques, production methods, and coordination of people and resources.

(4) Experience demonstrating customer service oriented leadership, providing optimal support to internal and external customers and accepting accountability for quality outcomes.

(5) Experience analyzing data in order to draw conclusions and to identify cause and effect relationships to support leadership decisions, recommend a course of action or solve organizational issues.

(6) Experience ensuring confidentiality, integrity and availability regarding payroll data.

Education

A bachelor's degree or higher from an accredited college or university is desired.
