Summary

This position is part of the Air Force Elements, U.S. Transportation Command. The incumbent will serve as Senior Supervisory IT Specialist SME, in the Directorate of Acquisition, sharing with the Division Chief the full scope of responsibility for directing the activities of the Division.

As a SUPERVISORY IT SPECIALIST (PLCYPLN) at the NH-2210-4 some of your typical work assignments may include:
  • Responsible for technical IT support to programs and projects as assigned.
  • Validates adherence to IT and cyber governance with the goal of improving the Command's information system robustness and resiliency.
  • Leverages forward thinking to align the Directorate's information system priorities with the Command's strategies to ensure today's cyber readiness while advocating for tomorrow's information technology (IT) capabilities.

Qualifications

You may qualify at the NH-04, if you fulfill the following qualifications:

A. You must have IT-related experience demonstrating these four competencies: 1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail; 2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services; 3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; and 4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations; And,

B. One year of specialized experience equivalent to the next lower grade-level (NH-03/GS-13) or equivalent under other pay systems in the Federal service, military, or private sector:
  • Communicating effectively and efficiently, both orally and in writing, with senior leadership (military and civilian), enterprise stakeholders, and commercial industry.
  • Appling knowledge of the Software Development Lifecycle, Agile, and Development, Security, and Operations (DevSecOps) principle.
  • Providing analysis of government or commercial cloud technologies and concepts, application development, cybersecurity, systems governance, procurement, and administration, and computer networking concepts, protocols, and security technology.
  • Planning and leading teams in conferring with technical and functional staffs to assess IT and cyber programs in 1) obtaining information on development programs, to include performance requirements and interfaces; 2) in communicating complex technical topics in both written and verbal (briefing) methods; and, 3) in meeting changing deadlines and circumstances.
  • Creating, reviewing, and delivering IT governance documentation, strategies, roadmaps, charters, and standards.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.

Additional information

This is a CRITICAL ACQUISITION POSITION (CAP) and requires Acquisition Professional Development Program (APDP), DAWIA (Back to Basics) certification for career category N - Engineering & Technical Management, Level II - Practitioner. Selectee for this position will be required to sign a written agreement to remain, for a minimum of three years, in the federal service in this critical acquisition position. The obligation incurred by this agreement will remain in effect unless and until waived. In signing such agreement, you do not forfeit any employment rights, nor does such agreement alter any other terms or conditions of employment.

This is a Cybersecurity position. The employee must attain and maintain the appropriate DoD approved cybersecurity baseline Certificate(s) applicable for cybersecurity functions required for the DoD position held, within six months of filling the position, IAW DoD 8570.01-M or DoD 8140.
