Summary

This position is part of the Interior Business Center (IBC), Human Resources Directorate (HRD), IBC HRD Payroll Operations Division. The incumbent will be responsible for the overall management of the implementation and integration of new clients into the Payroll Operations Branch.

This position must physically report to the duty station of Lakewood, Colorado as stated in the vacancy announcement and this is not a 100% remote position.

Duties

  • Responsible for management of major components of POD, (e.g. updating and maintaining employee payroll and tax accounts, archiving and provision of information regarding the payroll/benefits programs, and the use and maintenance of automated systems)
  • Provides functional and program requirement for a variety of automated system design activities used to improve provision of overall service. Conducts user acceptance tests of automated systems and makes recommendations concerning acceptability.
  • Conducts an intensive program of user support, performance analysis, program documentation, technical assistance and comprehensive evaluations of internal efficiency and quality of service delivered by outside agencies and groups.
  • Directs preparation and disbursement of procedures, standards and documentation to all clients. Develops training in collaboration with training experts for payroll program staff and client program staff.
  • Travels to client offices and to regulatory agencies to attend high-level briefings and review important payroll program administration matters. Maintains close liaison with client agencies in order to effectively manage the payroll program.
  • Prepares and publishes operational procedures for client and internal program use taking into consideration efficiency of operations, regulatory compliance and sound management controls.
  • Works closely with system development and maintenance staff in accomplishing requisite payroll program systems development requirements. Ensures that the payroll program and systems development satisfy all legislative and regulatory requirements.

Qualifications

Applicants for the GS-14 level, must possess one-year of specialized experience equivalent to the GS-13 level:

Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes experience providing expert level advice and guidance on Federal payroll systems, regulations, procedures, and processes to staff and customers; experience identifying, analyzing, and resolving complex payroll problems; experience with system requirements for automated payroll system design, recommending and justifying policies, setting organizational goals, and evaluating the effectiveness of the payroll system programs; experience as a supervisor or manager directly overseeing employees (e.g. hiring, performance, discipline, labor relations issues, and providing training to employees as needed).

This position contains a selective placement factor (SPF) that is part of the minimum requirement of the position. If you do not meet the SPF, you are ineligible for further consideration. The SPF for this position is:
  • Manage the implementation and integration of new clients into the Payroll Operations Branch and within the FPPS system.
  • Serve as primary advisor to the POD Division Chief in prioritizing Change Requests for FPPS releases.
  • Provide full administrative and technical authority over all operational aspects of the payroll program, which is processed within the FPPS system.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
