Summary

This position is located within the Veterans Affairs South Texas Health Care System Pharmacy. The certified GS-9 Pharmacy Technician Supervisor is responsible for the supervision of all Pharmacy, non-pharmacist technical staff and volunteers. The Pharmacy Technician Supervisor operates on a broad delegation of authority with independence of judgment and action.

Duties include but are not limited to:
  • The GS-9 Pharmacy Technician Supervisor is responsible for the management and supervision of at least three GS-8 pharmacy technicians. Develop the work schedule, plan and grant leave and rotate duties of the pharmacy technician staff.
  • The technician supervisor serves with considerable independence in all technical operations of pharmacy activity under the general supervision of the Inpatient Pharmacy Supervisor, or designee who is available to discuss matters affecting policy or other services.
  • Evaluates, coordinates, and provides supervisory oversight for all technical aspects of pharmacy operations involved with workflow, including floor stocking, medication delivery, ward inspections, narcotic vault oversight, inventory procurement and maintenance, infusion room support, medication dispensing.
  • Supervises and provides technical oversight to manage personnel and work assignments that assures completion of pharmacy workload such as personnel scheduling, time-and-attendance oversight, and oversight for quality assurance activities.
  • Assures that personnel are scheduled in such a way as to provide consistency of coverage and to accommodate planned leave and promote employee morale, is responsible for tracking and submitting pharmacy technicians time biweekly
  • Coordinate day-to-day maintenance and operation of pharmacy area equipment and automation.
  • Assist with the development of performance standards that are realistic, challenging, and supporting the organizational mission, vision, and goals. Responsible for ensuring all employees meet performance standards and competencies. Identify areas for improvement as needed.
  • Conduct technician meetings to assure proper updates of departmental and hospital communications.
  • Prepare various management reports as delegated to include, but not limited to: High-cost drug inventory, ward stock, automation, competency, and controlled substance reports.
  • Requires technical knowledge of drug and medication brand names, generic names/chemical names, general and special storage requirements, expiration date requirements, manufacturer/distributor sources, dosage forms, applicable systems of weights and measures, and medical terminology. Working knowledge of drug use and availability of dosage forms, to assist the pharmacist in solving potential problems.
  • The technician supervisor keeps leadership apprised of trends/problems affecting any aspects of pharmaceutical services provided.
  • Recognizes need for changes in policy and procedures and makes viable recommendations.
  • Consistently communicates and treats customers (patients, visitors, volunteers, and all Medical Center staff) in a courteous, tactful, and respectful manner.
  • Will perform any duties of a pharmacy technician when the needs of the service require.


Work Schedule: Monday - Friday 8:00am-4:30pm

Permanent Change of Station (Relocation Assistance): Not Authorized

Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)

Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience.

Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.

Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.

Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Experience: None Required. For all grade levels and positions that accept both education and experience to qualify, equivalent combinations of qualifying education and experience that total at least 100% are qualifying. The combined percentage is determined by adding total qualifying experience as a percentage of the experience required for the grade level to the education as a percentage of the education required for the grade level.
  • Certification: For positions above the full performance level (GS-06), the employee must pass a national certification exam and hold an active national certification through either: (1)Pharmacy Technician Certification Board (PTCB) as a Certified Pharmacy Technician (CPhT). OR (2) National Healthcareer Association (NHA) as a Certified Pharmacy Technician (ExCPT).
  • Must be proficient in written and spoken English.

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations:

GS-09 Experience. One year of progressively complex experience equivalent to the lower grade level (GS-8) and must fully meet the Knowledge, Skills and Abilities (KSAs) at the next lower level, which are: Comprehensive knowledge of concepts, principles, methodology and policies in a specialized area or section of pharmacy (such as sterile compounding, controlled substances, automation, clinical pharmacy, contact center, etc.) Skill in training and orienting new and existing pharmacy facility employees and students on proper policies and procedures. Ability to evaluate, analyze and coordinate workflow and work activities within a specialized area or section of the pharmacy.

In addition to the experience above, the candidate must demonstrate the following KSAs and meet any additional KSAs for the assignment, if indicated:

1. Expert knowledge serving as a key resource advising others in their particular specialty area or section of the pharmacy (such as procurement, sterile compounding (USP compounding standards), controlled substances DEA, automation, clinical pharmacy, lead tech, contact center, etc.).

2. Skill in analyzing data for self-driven (independent) performance improvement projects, workload analysis and statistical reports.

3. Skill in solving problems and implementing corrective actions to maximize outcomes in their program area.

4. Ability to maintain special accreditations and prepare for national reviews/inspections (e.g., The Joint Commission, Inspector General, American Society of Health System Pharmacists®, controlled substance inspections).

5. Ability to develop training programs and material for orientation, competency development and educational needs for regulatory requirements within the specialized pharmacy program area.

Additional Knowledge, Skills and Abilities (KSAs):

1. Skill in interpersonal relationships in dealing with employees, team leaders and managers.

2. Ability to utilize staffing methodology principles to determine adequate staffing to coordinate and manage workflow and work activities within pharmacy.

Preferred Experience:

  • 1 Year Experience with Pharmacy Automation to include Inventory Management. Examples of Automation (Scriptpro, Optifill, FastPak, Omnicell)
  • 1 Year Experience with Controlled Substances
  • 1 Year Experience with Record Management for Pharmacy & Procurement
  • 1 Year Experience with troubleshooting Automation and placing tickets for repair
  • 1 year of supervisory experience.
